3 General framework The Moroccan Telecommunications Act (55/01) : mission of the information technologies development follow-up, on behalf of the State ; ANRT : centralizer, interlocutor and provider of reliable and up dated information on the ICT indicators in Morocco ; Implementation of the Moroccan Information Technologies Observatory in 2005 : Mechanism of data collection, analysis and dissemination on the ICT sector ; First ICT indicators collection survey launched by the ANRT in 2005 for households and businesses ; Tool supporting decision-making and policy formulation regarding ICT development at the national level. 25/09/2010

An accurate and an assessed knowledge of the information society in Morocco ; Follow up of the moroccan ICT sector ; Providing a set of core/relevant indicators enabling : A good decision-making process for the information society take-up ; A follow up in time of the politics impact ; An A posterio evaluation of the politics efficiency aiming the information technologies development ; Morocco classification at the international level regarding access, usage and development of the ICT sector. 25/09/2010

6 Survey Methodology

7 Survey Methodology ICT indicators collection survey for households and businnes is conducted annually (since 2005) ; A sample survey specific to the ICT sector ; Date of launch : january/february of year (n) in order to collect data of year (n-1) ; The indicators selected may be classified into three major groups, according to subject : Level of equipment for households and businesses ; ICT access for households and businesses; ICT usage for households and businesses. 25/09/2010

28/04/2019 Sample construction for households Moroccan population structure The target population for the "Households / Individuals" survey consists of people aged 12 and over living in urban or rural areas with access to electrificity (96% in 2009) : 71% of the national population are covered by the survey. The reference base for the population is the main sample resulting from the last census available (2004) ; The survey reaches 6.3 millions of households, corresponding to 99% of national households. 25/09/2010

28/04/2019 Sample construction for households In constructing the sample, structural population quotas were taken into account to provide a distribution of the population based on the following: Residential environment : distinction between urban and rural zones. Gender and age of individuals. City region and size. The occupational group of the head of the household. Conducted on a person-to-person basis, the survey covered in 2010 a sample of 1300 individuals. 25/09/2010

28/04/2019 Sample construction for businesses Two criteria permit to classify the businesses : The size (number of employees) ; Type of activity (ICT sector - Primary sector - Industrial/Manufacturing sector - Service/Transport sector). The sample construction methodology is based on a random choice, which ensure a sample representativeness of the overall national structure. Information source used in constructing the sample is the Kompass (company directory in Morocco). The sample size is about 250 businesses established in Morocco, which represents an error margin of ± 6,2% with a first type risk of 95%. 25/09/2010
