3 Purpose To familiarize HR Professionals with Chapter 2, FM 1-0, HR Support. Purpose: to familiarize HR professionals with the draft FM 1-0 in preparation for it’s publishing.

4 ASCC G-1 Plan & Prioritize HR Support to maximize readiness and operational capabilities Three elements: Headquarters Section Manpower Branch Plans & Operations, Programs & Policy Branch Army Service Component Command (ASCC) is the highest element in a theater of operations. The ASCC G-1 falls under the ASCC sustainment directorate which is comprised of the G-1, G-4 (supply), G-8, the surgeon and general engineering. This element provides oversight, policy, planning and sychronization of personnel services, logistics and health service support. The ASCC G-1 is broken down into three sections: the hqs section, the manpower branch and the plans and operations, programs and policy branch. HQs Section: coordinate HR Command programs, provide oversight of senior leadership responsibilities for G-1/AG Staff, direct Army Force HR policy IAW commandant command and army policy, establish EPS (essential personnel services) policy and procedures (ie. Awards, evals, promotions, etc) Manpower Branch: collect and analyze perstat and other strength related data (combat strength report), monitor casualty database and LODs, process awards and decorations, advise theater command on personnel readiness Extra information: Manpower branch is broken down into 3 sections: awards and actions individual augmentee management personnel readiness Plan and Ops, Programs & Policy Branch: assess progress of HR support, ensure casualty reporting is integrated, develop current and long term operational HR policy, manage leave and pass program Extra information: Broken down into 3 sections: Current Operations MWR Postal Notes: The ASCC G-1/AG is the senior Army HR representative/advisor in the theater of operations. The function of the ASCC G-1/AG is to enhance the readiness and operational capabilities of Army Forces within the theater of operations and ensure HR support is properly planned, prioritized, and managed.

6 Corps/Division G-1 Responsibility: To ensure HR support is properly planned, resourced, coordinated, monitored, synchronized and executed for organizations assigned or attached. Responsibilities: Strength Reporting Casualty Operations Essential Personnel Services HR Planning and Staff Operations Corps/Division G-1: Responsible for planning, resourcing, coordinating and synchronizing HR support for all assigned and attached units. Some of the core responsibilities include strength reporting, casualty operations, essential personnel services (awards, promotions, evals, etc), HR planning and staff operations, as well as MWR, Personnel Readiness Management (PRM) and Personnel information management (PIM). Extra Notes: Personnel Readiness Management involves analyzing personnel strength data to determine current combat capabilities, projecting future requirements, and assessing conditions of individual readiness. PIM encompasses the collecting, processing, storing, displaying, and disseminating of relevant HR information about units and personnel. Involves the use of HR systems (dtas, dcips, emilpo, cops, etc)

7 Corps/Division G-1 Corps Division
The Corps G-1 is broken down into a hqs section and 7 sections or cells. The HR Policy, Essential Personnel Services (EPS), Personnel Information Management (PIM), Personnel Readiness Management (PRM), HR Operations, Current Operations Integration Cell (COIC), and Casualty Operations, The Division G-1 is aligned pretty much the same. However, it is broken down into a hqs section and 6 sections or cells. The HR division, Operations/Casualty, current operations, EPS, PIM, PRM. Extra Notes: Essential Personnel Services (EPS): Establish EPS policy and procedures, Process awards and decorations, Monitor evaluations, promotions, reductions, and other EPS programs, Receive, process, and manage congressional inquires and special actions PIM encompasses the collecting, processing, storing, displaying, and disseminating of relevant HR information about units and personnel. Involves the use of HR systems (dtas, dcips, emilpo, cops, etc) Personnel Readiness Management involves analyzing personnel strength data to determine current combat capabilities, projecting future requirements, and assessing conditions of individual readiness. COIC: monitor HR conditions and operations to ensure they are integrated into current operations (produce personnel annex, casualty reporting, policies, HR support, tracking of plans)

8 Brigade S-1 Mission: To plan, provide, and coordinate the delivery of HR support, services, or information to all assigned and attached personnel within the brigade and subordinate battalions and companies. Three Sections: Leadership section (HR Plans & Operations) Personnel Readiness Team (PR TM) HR Services Team Corps/Division G-1: Responsible for planning, resourcing, coordinating and synchronizing HR support for all assigned and attached units. Some of the core responsibilities include strength reporting, casualty operations, essential personnel services (awards, promotions, evals, etc), HR planning and staff operations, as well as MWR, Personnel Readiness Management (PRM) and Personnel information management (PIM). 9 Brigade S-1 The brigade S-1 shop is broken down into a leadership section (S-1, Warrant Officer and NCOIC) which handles the HR planning and supervises the execution of HR mission essential tasks and 2 teams: a personnel readiness team and HR services team.

10 Battalion S-1 Section Mission: Plan, coordinate, and execute Battalion Human Resources (HR) support Four Sections: Leadership Section (HR Plans and Operations) PR TM Legal HR Services Team The BN S-1 plans, coordinates and executes HR support for the Battalion. Serves as the principle staff advisor to the BN CDR. The BN S-1 is broken down into 3 sections: the personnel readiness team, legal and HR services team

12 HR Operations Branch (HROB)
The HROB is an embedded element within each Sustainment Brigade and Expeditionary Sustainment Command (ESC) Support Operations (SPO). The HROB has the mission to plan, coordinate, integrate, and assess the emplacement and operations of HR elements executing the personnel accountability, casualty, and postal operations functions. The HROB broken down into three sections: HR Plans and Ops, Personnel accountability/Personnel information management and postal Extra Notes: Expeditionary Sustainment Command. The role of the ESC is to provide forward-based C2 of sustainment forces. The ESC normally deploys to provide C2 when multiple Sustainment Brigades are employed or when the TSC determines that forward command presence is required.

13 Critical Functions of HROB
Serve as integrator between HRSC and assigned or attached HR organizations Synchronize non-HR support requirements with other sustainment organizations Plan, project, and recommend HR support requirements for current and future military operations (MDMP) Receive technical guidance (to include mission analysis) from HRSC and operational guidance from sustainment command and control channels. The HROB provides technical guidance and resources to HR organizations (supporting units) ensuring they have the capability to provide the required PA, casualty, and postal support directed in the HR concept of support. The HROB processes these requests, prioritizes the requests based on the available HR resources, and scope of requested support to determine supportability. If the HROB is unable to support the request with HR assets internal to its Sustainment Brigade, the HROB forwards the request to the HROB in the ESC or the HRSC for support by other HR organizations.

15 Human Resources Sustainment Center (HRSC)
Mission: Provides technical guidance and ensures execution of the personnel accountability, postal, casualty, and RSO functions The HRSC is a TSC staff element that provides theater-level HR personnel accountability, casualty, and postal support to Army Forces within the theater IAW the policies, procedures, and priorities established by the ASCC.

Casualty Operations Division Postal Operations Division RSO Division Plans and Operations Division Responsibilities: Assist the HRSC Director in managing current HR operational requirements Develop and maintain internal plans and policies for the collective training of HR personnel Integrate HRSC operations involving multiple divisions of the HRSC PA/PRM/PIM Division Use DTAS, eMILPO/RLAS/SIDPERS, and other systems that feed into TAPDB to prepare, collect, and analyze required reports to maintain situational awareness of the theater PA status and PA operations Notify the ASCC G-1/AG of all replacements who arrive in theater without pinpoint assignments Casualty Operations Division Receive, process and forward all casualty reports in the theater Assist CMAOC through monitoring formal LOD investigations on deceased Soldiers Assist commanders as required, by providing information and scripts to execute NOK notification in the deployed theater and coordinates closure of notification to CMAOC Postal Operations Division Provide technical guidance and postal compliance support to all subordinate HROBs Assist the ESC HROB in the establishment of theater opening postal operations Establish the deployed AO postal inspection plan and ensure all Army Post Offices (APOs) are inspected in conjunction with all applicable Army and Joint standards RSO Division Provide planning and support for theater-level reception and redeployment operations Ensure theater HR training requirements are provided to deploying HR units and/or Continental United States replacement Centers (CRCs) Provide assistance and support to the theater G-1/AG in developing and executing the R&R program

18 Military Mail Terminal (MMT) Team
Mission: Provide postal support to an area of operations Three sections: Operations Section Postal Squad A Postal Squad B Rule of Allocation: One per inter-theater Aerial Port of Debarkation MMT Team provides postal support to an AO by establishing an MMT which coordinates, receives, processes incoming mail, and dispatches mail to CONUS Employed at theater opening as element of the sustainment bde with theater opening mission to establish the Joint MMT (JMMT) or MMT As the theater matures, the MMT Team and supporting HR Company will transition to the theater distribution mission. The MMT Team receives technical guidance from the HRSC POD. Falls under the HR Company, but serve as subject matter experts providing technical guidance to the HR Co Cdr

20 Theater Gateway (TG) Personnel Accountability Team (PAT)
Provide personnel accountability support to the theater by coordinating and providing Joint Operations Area-level reception, replacement, and redeployment support to gain / maintain personnel accountability of transiting personnel Rule of Allocation: One per inter-theater Aerial Port of Debarkation Theater Gateway (TG) Personnel Accountability Team (PAT) Provides PA support to the theater of operations by coordinating and providing PA operations and database inputs as Soldiers enter, transit, and depart the theater at the inter-theater APOD Rule of allocation: one per inter theater Aerial port of debarkation (ex: Kuwait is gateway for Iraq).

21 TG PAT Organizational Design

22 HR Company (1 of 2) Provide command and control and technical support to all assigned and attached postal and HR platoons Three Sections: Command Section Plans and Operations Section Headquarters Support Section Rules of Allocation: One per Theater Gateway Personnel Accountability Team One per Military Mail Terminal One per two-six platoons (HR and / or Postal) Provides command and control, planning and technical support to all assigned or attached HR and Postal platoons HR Co is broken down into 3 sections: Command Section: exercises command and control over assigned HR or Postal platoons based on restricted operations areas and METT-TC. Administers discipline and UCMJ Plans and Ops Section: provides policy review and direction for HR operations; prepares operational orders and plans, exercises control, and provides guidance regarding PA, casualty liaison, and postal operations. HQs Support Section: manages personnel actions, ammunition and limited (petroleum, oils, and lubricants, messing, billeting), supply, energy conservation, sanitation, and transportation for assigned and attached personnel. Personnel perform integrated materiel maintenance for automotive and ground support equipment including tactical wheeled and general-purpose vehicles.

24 Postal Platoon Mission: Provides postal support to all individuals and units in an assigned area Rules of Allocation: One per 6,000 personnel Four per Military Mail Terminal postal platoon is to provide postal support to all individuals and units in an assigned AO or to serve as an element of an MMT. Postal platoons operate in conjunction with Plans and Operations teams within HR companies. The platoon deploys to the AO and provides modular, scalable and flexible postal support including postal financial management, services, and mail distribution.

26 HR Platoon Provides casualty and/or personnel accountability support to all individuals and units to an assigned area of operation or serves as a supporting element of the Theater Gateway Personnel Accountability Team Rules of Allocation: One per 6,000 personnel Four per Theater Gateway Personnel Accountability Team HR Plt multifunctional platoon with the capability to provide casualty and/or PA support to all individuals and units in an assigned AO Has capability to create teams (casualty assistance teams and personnel accountability teams). This capability increases mission flexibility Rules of allocation: 1 per 6,000 personnel or 4 per TG PAT
