3 Remember… The Scottish Parliament was not given control over all areas of law that are related to Scotland. Any areas which can or could have an affect on the entire United Kingdom are still under the control of the UK Parliament. The powers which have been kept by the UK Parliament are known as reserved powers.

4 Devolved powers: political powers to change and create laws which are related to Scottish areas of interest only. Reserved powers: political powers to change and create laws in areas which affect the entire United Kingdom.

5 Health Healthcare is a devolved power. This means that the Scottish Parliament can make decisions regarding health which would not affect the rest of the UK. For example the Scottish Parliament will decide on the budget for the National Healthcare Service in Scotland. The Scottish Parliament in 2011 passed a law ensuring that prescriptions would be free. This is not the case in England, as the majority of adults are required to pay for these prescriptions.

6 Education Education is a devolved power as the Scottish Parliament make decisions which affect pupils and students in Scottish school and universities. For example, the Scottish government introduced National qualifications into all Scottish Schools under Curriculum for Excellence in English schools will under go GSCE qualifications. In Scotland students are not required to pay for tuition fee’s to go to college or university, these are funded by SAAS, whereas in England students must still pay for tuition or apply for grants.

7 Justice and the law Justice and the law is a devolved power, this means that the Scottish Government can implement laws passed by Parliament that Scottish citizens must abide by. These laws are specific to Scotland. For example, in May 2018 a minimum unit price of alcohol was introduced to Scotland as a way to deal address health and issues regarding crime in Scotland. This law is only in effect in Scotland In Scotland when being tried for a crime there is 3 options; guilty, not guilty and not proven. Meaning that there isn't sufficient evidence to convict the alleged perpetrator. In England there is only guilty and not guilty.
