1 Technical report on UWWTD-2007
Katharina Lenz Michael Nagy Irene Zieritz

2 Review to UWWTD-2007 new standardised approach of reporting all agglom. ≥ 2,000 p.e. jointly developed with the MS, in line with reporting principles of WISE New data model (m:n – relation for agglomeration : UWWTP) Clear standards for GIS-files and coordinates Strict guidelines for data format required in order to fit to the EU27 UWWTD database High efforts had to be undertaken from MS to adapt data to the agreed reporting format Most adaptations required for first reporting exercise  future reportings only require an up-date of data

3 Review to UWWTD-2007 For 18 MS a sound dataset in the agreed format was available by 30/11/2008 For the remaining MS only minor modifications are required in many cases  elaboration of datasets in agreed format are expected to be possible in 2009 UWWTD-2007 revealed need for further specifications/ clarifications of the reporting process  valuable input for improvement of the reporting process Once again, thanks a lot for your efforts in the UWWTD-2007 reporting process!!

4 Data basis for the technical report on UWWTD-2007
Datasets from 18 MS, which reported data in agreed format until 30/11/2008 (AT, BE, CY, DK, EE, FI, FR, DE, HU, LV, LT, LU, NL, PT, RO, SE, SI, SK) For some MS data was available, but: not in agreed format (basic reporting structure missing) data for parts of the country missing Adaptations to data format proposed, but no comment from MS  these datasets were not considered in the technical report by 30/11/2008

5 Number of agglomerations in EU-18
13,734 agglomerations ≥ 2,000 p.e. 313,7 M p.e. Total number: 22,900

6 Two types of data assessment
Status of implementation (infrastructure of waste water treatment in place) Assessment of implementation with regards to requirements and deadlines of the Directive GIS – check (overlay discharge points – receiving areas as reported by MS)  allocation of agglomerations to receiving areas In case > 0% of the generated load of an agglomeration is collected in collecting system/ receives secondary/ more stringent treatment  the agglomeration was counted for this pathway In addition, the generated load (number of p.e.) was calculated for each pathway Consideration of the sensitivity of receiving area, the date of designation of the receiving area the type of receiving water, the size of agglomeration and the transitional period Treatment type + monitoring results The generated load (number of p.e.) was calculated for each pathway

7 Overview on agglomerations ≥ 2,000 p.e. in EU - 18
313,7 M p.e.

8 Waste water infrastructure in place

9 Waste water infrastructure in place: Collecting systems
18 MS: 10 out of the group of EU-15 MS: > 95% 8 out of the group of EU-12 MS: EE, HU, LT, SI, SK: 70% – 90% Others < 50%

10 Waste water infrastructure in place: Secondary treatment
18 MS: 10 out of the group of EU-15 MS: AT, DK, FI, DE, NL, SE: >98%, lower in BE, FR, PT 8 out of the group of EU-12 MS: EE, HU, LT: > 80%, lower in CY, RO, SK, SI

11 Waste water infrastructure in place: More stringent treatment
18 MS: 10 out of the group of EU-15 MS: AT, DK, FI, DE, NL, SE: > 95%, lower in BE, FR, LU, PT 8 out of the group of EU-12 MS: EE, HU, LT: > %, lower in CY, RO, SI, SK

12 Waste water infrastructure in place: Big cities/ big dischargers
297 big cities/ big discharger in EU-18 129,3 M p.e.

13 Waste water infrastructure in place: Big cities/ big dischargers

14 Compliance with the requirements of the Directive
Presentation of results in relation to the total generated load (p.e.) of EU-11 (11 MS out of 18 MS were subject to compliance with the Directive by 31/12/2005)

15 Compliance with the requirements of the Directive
Presentation of % of generated load (p.e.) in compliance with the Directive in relation to the generated load (p.e.) subject to compliance

16 Compliance with the requirements of the Directive: Article 3
11 MS: 10 out of the group of EU-15 MS: 95% - 100% 1 out of the group of EU-12 MS: SK: 91%

17 Compliance with the requirements of the Directive: Article 4
11 MS: 10 out of the group of EU-15 MS: Austria, Denmark, Germany & Netherlands 100%, Belgium, France & Portugal have lower compliance rates 1 out of group of EU-12 MS: SK compliance rate of 62%

18 Compliance with the requirements of the Directive: Article 5
10 MS: 10 out of the group of EU-15 MS: Austria, Germany & the Nether- lands 100% , Compliance is lower in BE, DK, FR, PT, FI and SE in SK no agglomeration was subject to compliance with Art. 5 by 31/12/2005

19 Conclusions on Reporting Process
MS, which have not reported in the agreed format until 30/11/2008  large MS with a high number of sensitive areas  data compilation/ corrections were time consuming  data compilation is expected to improve in 2009 Importance of reporting monitoring results for assessment of implementation with regards to requirements and deadlines of the Directive!! Methodology of reporting (% of generated load connected to different waste water treatment) allows a more accurate assessment of the situation than in previous reporting exercises In case a high fraction of waste water is adressed through IAS (>5%)  need to report further waste water pathways (especially in MS, where a high fraction is transported to UWWTPs by truck)

20 Conclusions on the results
10 out of the group of EU-15: secondary treatment available for > 95 % of the total generated load in AT, DK, FI, DE, NL, SE 8 out of the group of EU-12: secondary treatment available for > 50 % of the total generated load in EE, HU, LT, SK, SI 10 out of the group of EU-15: more stringent treatment available for > 95% of the total generated load inAT, DK, FI, DE, NL, SE 8 out of the group of EU-12 : more stringent treatment available for > 50% of the total generated load: EE, HU, LT Compliance with Art. 3 for >90% of generated load subject to compliance in AT, BE, DK, FI, FR, DE, LU, NL, PT, SE, SK Compliance with Art. 4 for >90% of generated load subject to compliance in AT, DK, DE, LU, NL, SE Compliance with Art. 5 for >75% of generated load subject to compliance in AT, DK, DE, LU, NL
