Noticeable need from the countries for clarifications on the existing definition of transit During the WG meeting, countries raised situations for which the definition of transit can be interpreted in different ways Differences of interpretation may prevent from producing harmonised statistics Examples raised also include general difficulties relevant for national and international transport with and without transit => clarifications should cover all different types of transport 23 March 2010 Task Force "Rail transport statistics" Agenda points 3.1 and 3.2

Statistics should be elaborated in the best way possible, and it is of crucial importance to use existing information => the leading document used for reporting accurate statistics should be the “Rail Waybill” Territoriality principle has to be applied: each reporting country supplies tkm performed on its territory 23 March 2010 Task Force "Rail transport statistics" Agenda points 3.1 and 3.2

The way forward The Task Force should Identify methodological information needs as regards the reporting of railway transport of goods Define how the existing methodological tools should be updated following the conclusions of the Task Force The current definition of transit should be changed only if strong modifications are requested NB: A change in the definition may not necessarily solve the problems and the definition may still need to evolve in the future 23 March 2010 Task Force "Rail transport statistics" Agenda points 3.1 and 3.2

9 Mandate of the Task Force
Members of the Task Force are requested to comment on the examples and explanations proposed decide whether such explanations are satisfactory and solve major methodological problems provide additional examples or/and clarifications decide which examples and explanations should be included in the Guidelines decide whether modifications in the definition of transit are necessary 23 March 2010 Task Force "Rail transport statistics" Agenda points 3.1 and 3.2
