Q. Is the model INSPIRE-compliant? A. Not really… Q. Why?
frequently asked questions Q. Is the model INSPIRE-compliant? A. Not really… Q. Why? Some INSPIRE attributes are not relevant for the WFD and WISE SoE reporting. Only the relevant ones were included. (and there are other reasons...)
27
Q. Why are there so many attributes in the list?
frequently asked questions Q. Why are there so many attributes in the list? A. Because Data Providers requested a flat structure. … which is another reason why the GML is not INSPIRE-compliant
28
Q. If the structure is flat, how are multiple attributes stored?
frequently asked questions Q. If the structure is flat, how are multiple attributes stored? In most cases, even if INSPIRE allows multiple values, only one value was really needed for the WFD and SoE reporting. Problem solved. Otherwise, a not-so-elegant solution was adopted. For example: nameText, for the name in the national language, nameTextInternational, for the English version (optional attribute).
29
frequently asked questions
Q. Why are Surface Water Bodies reported in two different two data sets? Data Providers requested that shapefiles would be supported. In the shapefile format the polygons and the lines must be stored in separate data files. E.g. rivers in one file, coastal waters in another…
30
Q. Must the shapefile format be used?
frequently asked questions Q. Must the shapefile format be used? No. Data Providers must use the GML format (XSDs will be provided for each data set). If a shapefile is used to prepare the data, it must be converted to GML before uploading to CDR. “Template” shapefiles are available, as well as a conversion tool.

frequently asked questions
Q: Why use thematic identifiers? A: So, thematic identifiers are used in all the data sets. Also, they are used to link between data sets. "Multiple thematic object identifiers may be assigned to a zone where different data exchange requirements (e.g. national vs European reporting) have defined different lexical rules for thematic object identifiers. Where multiple thematic object identifiers exist all should be provided. This shall allow external datasets that use these thematic object identifiers for referencing to link to the INSPIRE spatial object."
32
frequently asked questions
Q: Couldn’t the INSPIRE identifier be used instead of the thematic identifier? A: Not all EIONET countries are EU Member States, so they may not be implementing INSPIRE. (in this case, just report the national ID as the inspireID localID) (Also, it would make it more difficult to report predecessors or a relatedZone that may not have an INSPIRE ID)

WFD Spatial Estonia - The first EU country to report their spatial data. - - - Just 2 Warnings on the RBD boundary - Estonia has not reported the Centrelines (its the only strictly Hydrographic dataset, and it is optional) Czech Republic - The first EU country to report all their WFD data (spatial data and descriptive data). - The Czech Republic didn't report GWB horizons (which is optional, and can be derived from the GWB dataset) - - Also CZ choose to report some Ramsar sites (in the ProtectedArea dataset - which was not strictly requested). For RAMSAR sites, the link to the RAMSAR registry in would suffice. For example euProtectedAreaCode.CZ013 is - There are some inconsistencies between the different datasets (e.g. centrelines and surface water body polygons) - Finland - Similar issue for Finland with some consistency errors (doesn't mean the data is wrong, just that their delineation of water bodies doesn't strictly follow ENV's expectation) - Hungary - - Nearly perfect - Horizons not reported Latvia - - Minor topology issues. Netherlands - The Netherlands also have reported all their WFD data (spatial data and descriptive data). - Quite a number of warnings - - Very clear statement of the license: :-) Spain - Warnings... - Very clear statement of the license: Slovakia - A good example of the work at national level to improve the data and the reporting (it would have been impossible for EEA or ENV to correct the data as it was done at national level) - Romenia - An example where the data will possibly be replaced in 2017 (new and improved data will become available at national level). - UK - Just reported. The envelope is still awaiting the final feedback. -

lessons learned or what if we could to do it again?

Try not to extend the INSPIRE models
Use thematic identifiers to link to your thematic data Don’t rely on inspireID (it’s not there yet, it changes to much) Wish list for the INSPIRE community INSPIRE models need to be consolidated across themes: E.g. we need thematic identifiers for monitoring sites Same concepts should have the same name in different themes Life history is important (and not only at version level)
