AD Publishing Process Step 6: The AO submits final draft AD with form 5 via TMT through Principal Official to ECC for final coordination: SMA (if required) DAS DUSA (if required) VCSA CSA USA AASA (OAA Editor completes final proofread and assigns AD#) SECARMY for signature NOTE: for TMT, either create new TMT number or use previous TMT tracking number from step 1) 7 Publish and Post OAA Editor creates final docs APD posts online; completes admin revisions to affected pubs Principal Official & ECC Coordination 6 5 AO Adjudication AO addresses all comments in the legal review, finalizes draft with OAA editor- and RTNs via to OTJAG/OAA editor 4 TJAG/OGC 30 business days (outside TMT); returns via written opinion to OAA editor/APD/AO 3 OAA Editor 15 business days for initial edit; coordinates with AO and APD. APD s approved draft to TJAG/OGC for legal review. (NOTE- review is outside TMT) 2 Submit to APD AO s final draft packet to PC/PCO for endorsement. PC/PCO s final draft with DA Form 260 and staffing captured on HQDA Form 5 or DA Form 260 (signed by PC/PCO) to DA Form 260 Mailbox; APD will log in the AD/Assign draft # then assign to OAA editor. In TMT, AO should annotate in REMARKS (or elsewhere in TMT) that action is status ‘WITH OAA/OTJAG”- either close tasker or hold it. 1 Develop Policy/Staff AO writes, then staffs AD containing new policy via TMT with HQDA organizations (GS-15/O-6 level) that have oversight or responsibilities (Mandatory staffing: AASA, ASA (FM&C) and Army Safety). 2/5/2018 Army Publishing Directorate
