1 Background document: How to build the Inventory of Emissions, Discharges and Losses: main elements and compilation of existing datasets (2007) DG on inventory guidance Meeting Brussels, 26 May 2010 Madalina DAVID WFD Team, DG Environment Benoît FRIBOURG-BLANC, Consultant, IOW

2 Inventory : what is it? An information system with one or more databases that organises by source, the amount of substances through various pathways are discharged, emitted/released or lost into the aquatic environment, or transferred to other media. Source : Annex 1A, EU Environment Directorate, 2005c

3 Inventory : the main components
Sources: may be classified in categories, and the WFD requires at least point and diffuse sources (Art. 10) and urban, industrial, agricultural and other installations and activities (Annex II 1.4.). Pathways generally include all the routes the pollutants follow from the source to the receiving aquatic environment. Substances: all priority substances and pollutants listed in Part A of Annex I of 2008/105/EC Geographical scale: point sources: each emitter diffuse sources: sub-basin of RBD Temporal scale: annual load

4 The Sources Diffuse sources S1 Atmospheric deposition
S2 Indirect drainage of deep groundwater reservoirs S3 Agriculture S4 Traffic and non urban infrastructure S5 Accidental spills. S6 Release from materials. Point sources S7 Roofs and paved areas S8 Households S9 Industry S9.1 SME S9.2 E-PRTR industry S10 Waste deposit/landfill S11 Historically contaminated land S12 Natural sources A link with NACE needed Source : Data Collection Manual for the OECD/Eurostat Joint Questionnaire on Inland Waters, Tables 1 – 7, June 2004 Source : Adapted from Annex 1A, EU Environment Directorate, 2005c

5 The Pathways for point sources: collection system (pipes, ditches, channels, tunnels, containers) + treatment system (treatment plant, sedimentation area…) for diffuse sources: leakage, drift, spills, drainage… Some examples of pathways: Source : Adapted from Annex 1A, EU Environment Directorate, 2005c

6 The substances Part A of Annex I of 2008/105/EC (individual substances or groups) quantities with their associated units international nomenclatures: EINECS/ELINCS and/or CAS This can be extended depending on additional needs identified

7 Inventory : existing data collections (as of 2007)

8 Building the Inventory Objective and basis
Objectives Sources : all generating significant pollution quantities Pathways: all through which significant quantities are discharged or lost Substances: all significant loads for all relevant substances Geographic: each RBD sub-unit Temporal: year Basis: WFD Art 5 and 8, E-PRTR (Regulation 166/2006) Already existing datasets Many guidances Defined databases

9 Building the Inventory Method
Define technical organisation and data sources: E-PRTR, ETC-WTR 2002 and National inventories or permit registers Adapt to national organisation: compare with reference lists Select relevant datasets and define combination Develop the information system and database

10 Inventory : pending questions
How to define non-significant loads? (90%? Less?) How to consider off-site transfers (purification performance? GIS link) How to include diffuse sources? (concept of net emission?) How to assess/validate appropriate methods to close the gaps? (QA/QC on methods?)

11 Conclusion and way forward
A need to streamline approach with other developments under UWWTD, E-PRTR and/or EEA and ETC-WTR and Eurostat: make best use of current data collections, Use the background document as a basis to develop a guidance with MS: develop a work programme, develop a table of content, and identify good examples to illustrate.
