2 Approach #1: reduction of a pressure
The ’traditional approach’  maximum allowable pressure. How can this be implemented? Reduction of a pressure per site. Reduction of a pressure in certain habitats. Reduction of a pressure in some time periods.

3 Approach #2: change to a better technique
No reduction in pressure but less impacts on seabed. How can this be implemented? Less damaging techniques. Protective measures. Spatial and temporal planning of activities.

4 Guideline step #1: scoping phase
Are marine areas under heavy cumulative impacts? If yes, then consider environmental targets Are there increasing trends of any anthropogenic pressures? If yes, then consider environmental targets Does any MSFD descriptor indicate sub-GES or is there a high risk to that direction? If yes, then consider environmental targets Which species and biotopes are threatened in the area? If yes, then consider environmental targets

5 Guideline step #2: linkage framework
Which benthic features are affected? Linkage framework Which pressures cause the concern? HELCOM Map Service Linkage framework Which human activities are behind the pressure? Get accurate information of the activity in the area.

6 Guideline step #3: analysis of the human activities and their impacts
How widely the pressures and impacts extend from the activity? Are threatened, sensitive or functionally important features at risk? Does the activity occur at a sensitive period of the feature? How long does the pressure last? How long is the affected feature’s recovery time from the pressure? If significant in relation to features’ distribution, consider env. targets. If yes, consider environmental targets. If yes, consider environmental targets. If long, con-sider env. Targets. If recovery is slow, consider env. targets.

7 Guideline step #4: estimate the maximal allowable pressure
Analyze the dependency and look for thresholds. Choose a pressure parameter (e.g. sedimentation rate, abrasion rate or turbidity) Choose a state parameter (e.g. GES indicator) Repeat the analysis for several state parameters Lack of dependency is not always a sign of no effect. Also qualitative or risk-based results can justify the need for env. targets.
