More effective coordination and sequencing of different interventions is needed.
Success requires coherent government leadership involving a range of Ministries and County Governments.
The Ministry of Labour and Social Protection is demonstrating early stage leadership.
Build ownership across GoK including building political will and understanding on graduation at all levels.
