Stockton Urban Area is now using 7,053 acre feet per year more than its “Firm” Supply, assuming Groundwater Basin is in balance (it is not)

7 Known Commitments from Groundwater
Cannery Park 986 acre feet per year (per WSA) Approved and under Construction (4,342 acres) 6,950 acre feet per year Remainder of Urban Services Area (2,700 acres) 4,320 acre feet per year New Sphere of Influence (5,600 acres) 8,960 acre feet per year

8 Total New Commitments:
21,226 acre feet per year which must be met from Groundwater, assuming average Surface Water Availability This represents 28,279 acre feet per year in excess of “Firm Yield” of all Urban water sources This will increase Basin Groundwater Overdraft by 13% to 181,226 acre feet per year And result in Urban Area comprising 27% of basin overdraft and 8,201 acre feet per year Above stated “Firm Yield” of Urban Area groundwater

9 Declining Groundwater Elevations
Morada Well Elevations are Currently Declining by approximately 1.4 ft per year Stockton’s Existing Water Service Commitments would cause Morada wells to decline by 1.6 feet per year This represents a total overdraft of 181,226 acre feet per year out of a total storage of 1.5 M acre feet or 8 years of storage

Maintain or enhance groundwater elevations to meet the long-term needs of groundwater users within the Groundwater Management Area Maintain or enhance groundwater quality underlying the Basin to meet the long-term needs of groundwater users within the Groundwater Management Area Approval of Cannery Park Subdivision violates the above County groundwater management policies

Relies on “paper water” (USBR New Melones Contracts) Relies on average surface water availability instead of firm or contracted supply Relies on overstated firm groundwater yield Fails to disclose basin-wide groundwater overdraft and declining water levels Fails to include in analysis impacts of all uses within service area Misstates source of water to service project

19 Suggested Council Action
Defer Action on Cannery Park Project (items a – f) Request a complete evaluation by the Department of Water Resources, affected Water Agencies, Districts and Users to determine Adequacy of Groundwater Basin to Support Existing Uses and Proposed New Uses during normal and dry years
