Overall Agenda Overview of Update Water in Conifer Existing Regulations Proposed Conifer Policies Other Policies needed

Goals of Meeting Understand existing policies and regulations Determine if additional policies are needed

Hwy 285 Corridor North Turkey Creek Aspen Park Conifer Pine Junction Pine Grove Buffalo Creek

What is a Community Plan? Guide for future growth Advisory, not regulatory Used to evaluate rezoning cases

Plan does not Rezone Zoning Allowed Use Rezoning Change of Use What is a Community Plan?

Water Resources Community identified as biggest constraint Most of area is served by well and septic Some limited water and/or sanitation providers

Water Information Existing Regulations Existing Plan Policies Water Pre-Draft chapter Policy Comparison Water Maps  Watersheds  Wells  Districts  Precipitation

Existing Regulations Mountain Ground Water Overlay District (MGWOD)  Rezoning  Special Use  Plat  Site Development Plan  Building Permit Water Availability Analysis done by County

Water Availability Analysis The WAA is a simplified water budget  How much water is in the basin  Existing consumptive use of water in basin  Precipitation  Impact of proposed development

Water Availability Analysis Put all of that information into a model Is there enough water?

Water Availability Analysis What happens if:  No precipitation to recharge the basin  Average precipitation  All platted lots are built out  All platted lots are built and there is no precipitation  All platted lots and all lots allowed by zoning are built  If build out is achieved and there is no precipitation

Water Availability Analysis Questions?

CMP Water Introduction The County does not provide any water or wastewater services. These services are provided by municipalities, Special Districts, and private companies. If water and/or wastewater service is unavailable, then water is provided by wells and wastewater is handled by Individual Sewage Disposal Systems owned and maintained by the property owner. Reservoirs are utilized by many water providers to store water until it is needed. Water rights, necessary to provide water, fill reservoirs, and drill wells, are governed by the State. Water quality is regulated by both state and federal agencies. The adequacy of water supplies is determined by the County.

Conifer Water Introduction There should be a balance between the availability of water and its uses to insure that water resources are not depleted. Water quantity, quality and sanitation are critical elements that should be considered when development is proposed for the area. Water is essential for almost all development and must be obtained by drilling wells on individual parcels or from a centralized water system. Sewage is treated either through individual sewage disposal systems (ISDS), also referred to as on-site wastewater treatment systems, through cluster systems or through a centralized sewer system. Proper sewage treatment is necessary to avoid contamination of wells, surface water, and ground water resources. Treated effluent water should be used to recharge the source ground water supply of the area served. Water quality also can be affected by soil erosion, animal waste, and sedimentation caused by human and natural processes. Legal erosion control/retention ponds or structures should be used to control storm water runoff.

CMP Water Goals Goals Protect the quality and quantity of water resources in the County. Ensure that New Development has appropriate water service and wastewater treatment. Manage the use of wells and Individual Sewage Disposal Systems (ISDSs) to ensure that the quantity and quality of water resources are sustained, and human health and the environment are protected.

Conifer Water Goal Goal Balance the availability of ground and surface water, water use, and ground water recharge with current and future development, to ensure that water resources are not over-allocated.

CMP Water Policies Outside Village Centers Inside Village Centers Service Levels Sanitation Community Plan Implementation

Goal & Policy Comparison

Policy Comparison Guidelines Not looking for identical language Looking for the same outcome Policies must be related to land use

Conifer/285 Proposed Water Policies Existing: 2. New centralized water and/or sewer systems outside of village centers can be formed, under the following conditions. Change to: New private centralized water and/or sewer systems should follow the policies under “Formation of New Special Districts.” In addition …

Conifer/285 Proposed Water Policies Existing: 298 gallons for 1 home on 5 acres Change to: 5 acre minimum lot size on well and septic

Conifer/285 Proposed Water Policies Existing: 90% recharge Change to: Recharge to same general basin

Other Policies Are there other Policies needed?  In current plan  New policies

Next Steps: Next Meeting – Date may change - June 2, 2015 – Conifer Community Church – Land Use Draft Plan Public review and Comment Planning Commission Hearing December 2015
