1 Nomination, Registration, and Appointment of A/BOs
PIEE/JAM The Approving/Billing Official (A/BO) is the program official responsible for reviewing GPC Managing Account (MA) billing statements (i.e., GPC bank invoices) and transaction supporting data for compliance with applicable DoD acquisition policies. (See: What do I need to know about this role? ). What do I need to know about this role? Under Confirm & Pay procedures, the same individual serves as both the Certifying Officer and the A/BO. Under Pay & Confirm (i.e., USAF), one individual serves as the A/BO, and a different individual serves as the Certifying Officer. Frequently Asked Questions What training do I need? DoD cyber-security training is required for PIEE registration. For the JAM appointment process, if your training is not automatically populated, you will need to upload certificates for the mandatory courses. (See 3OP:010 – Uploading Training Certificates to PIEE/JAM.) A/BOs are required to complete DAU CLG 001 biannually and DAU CLG 006 annually. Who will sign my appointment letter? Your Oversight Agency/Organization Program Coordinator (OA/OPC) or Agency/Organization Program Coordinator (A/OPC) must nominate and initiate the appointment. If they have delegating authority, they can also approve your appointment. If not, your appointment will be routed to the Delegating and Appointing Authority (DAA) for approval or to another user within the span of control with signatory authority. The initiator of your appointment will identify your Delegating and Appointing Signatory (DAS). (It maybe the initiator.) If a DAA is required, PIEE will provide a list of DAAs from which the appointment initiator can select. It includes people in your organization with the PIEE DAA role or the delegated signatory authority. The initiator may enter the address for an external DAA (i.e., not a PIEE user), and JAM will send that individual a tokenized to allow them to electronically review and sign your appointment. A/BOs PIEE/JAM What if I need multiple roles? When initially requesting your roles, you can add all the roles and identify the Role Location DoD Activity Address Code (DoDAAC)/Group for each role. If you need to add a role at a later date, you can log into your PIEE account, click “My Account,” click “Add Additional Roles,” and follow the instructions on the screen. Add the additional roles and the associated Role Location DoDAAC/Group for each. What do I need to know about DoDAACs? The individual who nominated you will enter your address, Home Organization DoDAAC, and Role DoDAAC. Your Home Organization DoDAAC will be provided in the you will receive. You will need to enter it in your PIEE profile. As long as you use the exact address that the nominator entered, your Role DoDAAC and your role will be prepopulated for you when you begin your registration in PIEE. Step 1: Be Nominated Ask your OA/OPC or A/OPC to nominate you for the A/BO role. Step 2: Register with PIEE You will receive a “PIEE Nomination Notice” . Go to the URL identified in your to register with PIEE. You cannot register for the A/BO role if you have not been nominated. If you are an existing PIEE user, log in to your PIEE account, click “My Account,” click “Add Additional Roles,” and follow the instructions on the screen. You cannot add the A/BO role if you have not been nominated. If you need to register/create an account: Using Internet Explorer, go to sign the Consent Statement, and select the “Register” button to start the process. Register with your CAC as a Government – DoD user, following the system prompts. Enter the exact address as the one entered by the individual who nominated you. Include the Home Organization DoDAAC identified in your . Enter your training dates if they are not already populated and upload your training certificates as necessary. Enter your justification and follow the system prompts to complete your registration. If your Service/Agency has specific requirements, work with your Component’s Group Administrator (GAM) to complete them. PIEE/JAM When you have completed the registration, your Supervisor will receive a system-generated to approve your request. Step 3: Create the Appointment After your supervisor has approved your registration request, either the person who nominated you, or an OA/OPC or A/OPC within your hierarchy can initiate your appointment. Your Supervisor will receive a system-generated to approve your appointment. If an OA/OPC or A/OPC with delegating authority to appoint A/BOs initiates your appointment, they will automatically approve your appointment. If an OA/OPC or A/OPC without delegating authority to appoint A/BOs initiates your appointment, the appointment will be routed to the DAA identified by the initiator for approval either in PIEE/JAM or via . After the OA/OPC, A/OPC, or DAA approves your appointment, you will receive a “PIEE Nomination Notice” . Use the tokenized link to confirm your appointment. Review the Appointment Certification Letter. Concur, sign, submit. An approval notification will be sent to your GAM, who will activate your role.
