4. Naval Facilities Engineering Command
NAVFAC is the shore systems command (SYSCOM) that plans, designs, builds, and maintains sustainable facilities; provides environmental, utilities, and other base services; serves as the technical authority for construction, real estate, facilities acquisition, facilities Information Technology, Shore Industrial Control Systems, Anti-Terrorism Force Protection (ATFP) and other systems within NAVFAC authority. Acquires and sustains equipment and systems for Navy Expeditionary Forces.
SYSCOM and technical authorities directed by Title X, DoD, SECNAV, and CNO’s staff.
One of two DoD Design & Construction Agents (other is Army Corps of Engineers).
Acquisition authorities are direct from ASN(RD&A).
Real Estate authorities are direct from ASN(EI&E).
Workforce is 21,600 US civilian, Allied partners civilian, military, and contractor personnel aligned and located to support NAVFAC’s Supported Commanders.
Chief of the Civil Engineer Corps is community lead for Civil Engineer Corps officers (~1,200) and Seabees (~12,000).

Echelon III commands have additional duty to the Fleet Commander as the Fleet Engineer. Echelon IV commands have additional duty to the Regional Commander. Public Works Officers have additional duty to the Installation Commanding Officer.
