2. xoserve has considered Shipper comments
Detailed responses to comments issued 2nd February
Observations made
Initially adopt a manual solution (for 2007)
Review need for automation in light of participation in and outcomes of first tender - consider costs and benefits to Shippers, Transporters and xoserve
Adoption of manual solution does not require Shippers to change systems until some time after results publication (mid July)
Awarded Contracts not effective until October 2010, so Shippers can change systems to a timescale of their choosing
Changes to SPA flows will impact non-participating Shippers, so consider ‘lower impact’ solution such as changes to IAD screens
Proposal to treat as Class 1 Modification
Communicate details via operational forums, Gas Forum, etc.
