2 Goal To create a platform that provides reliable and transparent information on addiction treatment quality

3 Objectives Consumers: to help make informed decisions when choosing a provider States: to target quality improvement activities Providers: to demonstrate a high quality of care and readiness for value-based payment or removal of pre-authorization for services Payers: to aid in patient steering

5 What is Being Measured? Unit of Measurement
Specialty addiction treatment programs as identified by SAMHSA’s Inventory of Behavioral Health Services Type Process Data Collected From three sources: Claims (n=5) Provider surveys (self-report) (n=11) Consumer surveys (n=8)

6 Measurement Selection Process
Landscape review of national measures, e.g., NQF, NCQA, ASAM, SAMHSA, etc. Measure set created by committee of quality experts Revised through: Provider focus groups (ASAM, National Council, AATOD, NAATP) Listening sessions with stakeholder groups Expert Panel meeting convened by NQF NQF public comment collection: February 15 – March 1 Final selection: April 1

7 Design of Rating System
Public-facing platform Password-protected portals where: Providers can access their own data with benchmarks against industry data for quality improvement Payers can access data on providers in their network States can access data to inform TA

8 State Pilots 5 State Pilots will be selected nationally
Currently, New York, Massachusetts, and Louisiana selected At least one non-Medicaid expansion State to be selected Hope to engage all providers in the State pilots Plan to establish State Advisory Committees Will conduct provider feasibility testing Research Triangle Institute (RTI) is the data analytics contractor

9 Implementation and Future Roll-out
At this time, the ratings and composite scores have not been determined Plan to develop additional outcome measures Working with commercial payers to incentivize provider participation Following pilot, will roll-out rating system nationally Plan to go live with the public portals in approximately September 2020 Measures will evolve each year

10 Next Steps Interested in State input individually and collectively from the Association Would like any additional input by March 18th Feedback can be provided directly to Shatterproof Shatterproof will keep NASADAD informed about pilot updates and the roll-out process
