You will create a brochure to be passed around to the people of Rio to inform them about this issue.
Good brochures will have a description of the issue and how it is currently impacting people.
Better brochures will also include what the city of Rio is currently doing to try and solve the issue.
Best brochures will also include your own ideas as to what can be done to completely eliminate the problem.
