1 Policies and Responsibilities of the State
Constitution of Nepal, 2015, Part 4, Article 51. State Policies (d) Policies regarding finance, industry and commerce Free development of public sector, co-operative sector and private sector. Maximum utilization of available resources and means by stressing on the roles of private sector in the economy

2 Policies 3. Promoting co-operatives with its maximum utilization for national development. 4. Maintain fairness, accountability and competitive atmosphere in all activities of economic sector. 5. Fair distribution of the fruits of development.

3 Policies 6. Diversifying and expanding markets for productions and services through the development and expansion of industries and promotion of exports by identifying the areas of comparative advantages. 7. Protecting consumer rights by controlling anomalies and malpractices such as black marketing, monopoly, artificial scarcity and unhealthy competition and making national economy competitive.

4 Policies 8. Prioritizing domestic investment based on Nepali labour, skill and raw material through the protection and promotion of national industries and resources and means. 9. According priority to domestic investment in service sector to promote it a competitive industry for development of national economy.

5 Policies 10. Encouraging and mobilizing foreign capital and technology investment for infrastructure development in the areas of export promotion, and import to suit national interest. 11. Foreign aid shall be based on national needs and priority, and it shall be made transparent. 12. Utilizing the knowledge, skill, technology and capital of the non-resident Nepalese for national development.

6 Policies 13. Providing mobility to economic development by establishing coordination among provinces and between province and federation regarding industrial corridors, special economic zones, national projects and foreign investment projects.

7 (e) Policies regarding agriculture and land reforms
Ending dual ownership of land Increasing produce and productivity through land plotting and by discouraging absentee land ownership. Protecting and promoting rights and interests of peasants for commercialization, industrialization, diversification and modernization of agriculture.

8 Policies 4. Proper utilization of land through proper regulation and management. 5. Making arrangements for agricultural tools and an access to market with appropriate price of the produce.

9 (f) Development Policies
Sustainable socio-economic development under regional development plans for balanced and inclusive regional development. Prioritizing under-developed regions. Promoting investment in scientific studies and research, protecting scientific, technological and intellectual minds and special talents.

10 Policies 5. Developing and expanding information technology. 6. Prioritizing poor citizens in the distribution of the fruits of developments. 7. Developing an integrated national identity management information system. 8. Updating of population statistics and affiliating it with the national development planning.

11 (g) Policies regarding the conservation, management and use of natural resources
Conserving the natural resources. Pursue a policy of prioritizing national investment in water resources. Developing and producing renewable energy, ensuring cheap, easily available and dependable supply of energy. Developing a sustainable and dependable irrigation system.

12 Policies 5. Sustainable use of biodiversity. 6. Keeping necessary landmass as forest areas. 7. Minimize or stopping negative effects on environment. 8. Enact laws on the basis of the principles of sustainable environment. 9. Design a pre-warning system, disaster preparedness, rescue, relief works and rehabilitation.
