Aims of Orientation 1/To understand the background, objectives, contents and expected outputs of this training programme; 2/To take on board participants suggestions and/or specific needs.

Background Rapidly changing World of Work – due to economic, political & technological factors Impacting labour markets, employment relationships, social protection & social security systems –changing nature of employment in the economy posing challenges for collective bargaining and other rights of workers & industrial relations Situation has worsened due to the current global economic crisis Need for reforms in labour laws, social security systems and union strategies How have unions been responding to these?

Thru exchange of experiences & mutual collaborative learning, we will review and build our knowledge on organizing & collective bargaining – understanding wages & productivity policies, company financial information for collective bargaining and strategies for formulating effective charter of demands. focus also on the global economic crisis, its impact in the world of work and response to the crisis at national and collective bargaining level, ILO’s Global Jobs Pact – as a response to crisis and ILO policies in general for promoting democratic labour relations and Decent Work for all workers. Your training, we hope, will also contribute towards your unions capacities to play an effective role in tripartite dialogue, bi-partite negotiations and other decision-making processes at the national level with a view to promote decent work for all workers.

Objectives of the Course
As part of Actrav’s capacity building initiatives for promotion of Decent Work for All workers, this training is aimed at – Promoting wider knowledge of current issues facing the labour movement (global economic crisis, climate change, Decent Work, FoA) Promoting understanding of the ILO principles in the area of collective bargaining and develop negotiation skills for effective collective bargaining Developing trade union strategies for Decent Work, aimed at promoting FoA, organizing and collective bargaining rights.

Responding to Global Economic Crisis, Employment & Decent Work : Challenges for the labour movement Current trends in the FoA, Collective Bargaining & industrial relations in Asia-Pacific- Country Situation Review ILO Principles on Collective Bargaining Management policies and skills & strategies for CB at enterprise level Global Wage Trends and role of Collective Bargaining in shaping wage Policies Law & Collective Bargaining in Italy Balance Sheet Analysis & its use for collective bargaining

Understanding Productivity & Negotiating Productivity linked wage agreements Preparation of Charter of demands Precarious work: Union strategies & initiatives Collective bargaining in European countries IFAs & role of national level unions Changing Employment Relationships, Collective bargaining rights & ILO Recommendation No. 198 Tackling Discrimination at work: Mainstreaming Gender concerns in Collective Bargaining FoA & Organizing: the pathway to Decent Work for Workers Promoting FoA & Decent Work in A-P

Main Outputs Expected Preparation of follow up work plans to strengthen national trade unions work on reforms of labour law, organizing and social protection of workers - these plans will be used for evaluation purposes for any future follow-up seminar. Strengthening of Asia-pacific Regional Educational Network on Workers Rights – to share experiences, news and promote campaigns on workers rights, social security and sharing of information on developments on trade union rights front with the labour movement across the globe …more on all this later

3rd Week (12-16 July 2010) Study Visit to Tokyo (JILAF)
Focus of the study visit: General overview of Japanese industrial relations systems and key challenges before Japanese unions Social dialogue and tripartism in Japan Collective bargaining system in Japan and how do Japanese unions negotiate wages and productivity agreements? Interaction with plant level Japanese union
