2 Recommendations Recommendation that Council:
Make a finding of exemption from CEQA Authorize the submittal of an application for Homeless Emergency Aid Program (HEAP) grant funds in the amount of $1,428,216 Authorize the City Manager to certify or execute, and the City Clerk to attest, the application and all other related documents, agreements and amendments

3 Background The State of California Business, Consumer Services and Housing Agency (BCSH) NOFA released 09/5/18, due 12/31/2018 $500 million block grant program through State surplus funds designed to provide direct assistance to cities, counties, and Continuum of Care (CoC) service areas to address the homelessness crisis throughout the state HEAP funds are intended to provide immediate emergency assistance to those at risk of or experiencing homelessness Intentionally broad and flexible parameters Allows communities to create programs that meet specific identified needs Strengthen and enhance emergency response system

4 Allocation The Pasadena CoC has been allocated $1,428,216 in HEAP funding 100% of the funds will be disbursed in a one-time allocation upon execution of the standard agreement with the State BCSH allocates its funding to the CoC service areas based on the following: 2017 Point-In-Time (PIT) Homeless Count Percentage of the total state homeless population in 2017

5 Expenditure Deadlines
The HEAP statute mandates that the expenditure of funds must align with the following: 50% of awarded funds must be contractually obligated by January 1, 2020 100% of awarded funds must be expended by June 30, 2021 Any unexpended funds as of June 30, 2021 will be returned to the State

6 Emergency Shelter Crisis Declaration
The City will be submitting a shelter crisis waiver with the application. A shelter crisis declaration is required for all eligible cities, counties, and CoCs that wish to receive HEAP funds. CoCs with fewer than 1,000 people experiencing homelessness are able to request a waiver that exempts them from declaring a shelter crisis. This waiver will not negatively impact any of the existing shelters currently operating within the City.

7 Collaboration The HEAP statute specifies that CoCs must demonstrate that a local, collaborative effort took place prior to the application submission. The City took the following steps to ensure active engagement: New funding public survey released August 23, 2018 Collaborative discussions at CoC committee meetings Draft presentation of strategies at a Department of Housing-led public workshop on October 10, 2018 Revised presentation of strategies at the CoC semi-annual meeting on November 7, 2018 CoC Board approval of final funding strategies on November 15, 2018 Committee meetings include FCC, Healthcare, Planning & Research, and Street Outreach Collaborative

8 HEAP Funding Strategies
CoC Board approved the following funding strategies: Emergency Shelter: $525,556 Housing Locators: $380,000 Direct Healthcare Services: $237,500 Capital Improvements: $142,500 Community Engagement: $71,250 Per HEAP requirements, a minimum 5% ($71,410) will be set aside for services for homeless youth, aged Administrative costs are capped at 5% ($71,410).

9 Next Steps Submittal to HCD by December 31, 2018
Award letters expected by January 2019 Standard distribution of funds begins in April 2019 Upon receipt of State award letter, the City will issue a Request for Proposals to allocate funds to service providers. Housing Dept. budget amendment and funding recommendations will be brought to City Council for approval
