3 Etiquette It is nice if the consensus can be achieved on a proposal through discussions without a vote However, in reality, this may not always be true. It is important that All members respect all opinions during the discussion of the proposals and are open minded to work with others to enhance proposals via harmonization and merger according to the best technical solutions. The selection procedures Several options Hang Liu (Thomson Inc) et. al

4 Option 1 Similar to the ones used by TGs, TGn, etc.
1st round proposal presentations and voting Yes Similar to the ones used by TGs, TGn, etc. Out Bottom 25%? No 2st round proposal presentations and voting No Out Support Votes >= 50%? Yes 3st round proposal presentations (normally 2 or 3 merged full proposals left) No Out Most supported proposal? Yes Final two or three most popular proposals come back, compete and merge One winning proposal No Confirmation vote on the final proposal as baseline draft (>=75%)? Yes Baseline specification requires 75% or greater approval Baseline document Hang Liu (Thomson Inc) et. al

Define a baseline ToC according to PAR scope and requirements documents Present the partial proposal + proposed text No Out Support Votes >= 75%? Yes Incorporate into the baseline Baseline specification requires 75% or greater approval Hang Liu (Thomson Inc) et. al
