1 SEEC ClearPath: Data Driven Climate Action Planning
August 2018 Hoi-Fei Mok ICLEI USA

2 About SEEC The collaborative employs a variety of strategies to catalyze local climate and energy action: Education and tools for climate action planning Venues and opportunities for peer-to-peer networking and information sharing Technical assistance to implement, track and assess progress of cities and counties Support and recognition for local agencies participating in the Beacon GHG emissions and energy efficiency programs Local Government Commission (LGC) Pacific Gas and Electric Company San Diego Gas & Electric ICLEI Local Governments for Sustainability Southern California Edison Southern California Gas Company Institute for Local Government

3 Five Milestones for Climate Mitigation

4 Data-Based Climate Action Planning
Baseline GHG inventory sets stage for current emissions Set achievable, yet ambitious GHG targets Identify and prioritize sectors to focus on Identify and select relevant emissions reduction measures Engage with internal and external stakeholders Monitor and verify emissions reduction through climate measure implementation

5 First comprehensive online emissions management platform for local governments in the world
One of the tools that ICLEI USA developed is ClearPath, which is the first comprehensive online emissions management platform for local governments in the world. ICLEI was one of the first orgs to develop software for tracking emissions and ClearPath is built on that foundation.

6 SEEC ClearPath’s Five Modules
Inventories Forecasts Planning Monitoring & Tracking Reports No-cost tool available to any California local government, regional agency and consultant Online platform to foster transparency, collaboration and consistency Streamline updates and secure storage system Compliant to all relevant GHG protocols for local governments (USCP, LGOP, GPC) Moved from forecasting, planning SEEC Forecast Assistant, CAPPA and SEEC Community Inventory Tool Change over time – plan for change over time in an integrated way instead of one off measure estimations

7 SEEC ClearPath’s Reach
477 US jurisdictions have collectively created 2,542 inventories in ClearPath.  216 California ClearPath jurisdictions with 1,056 total inventories 336 community-scale 227 local-government operations Explored over 1,000 different BAU Projections 200 Reduction Scenarios with over 800 emissions-reduction strategy records 244 Local Government & Regional Accounts 250 Gov Ops & 400 Community Inventories Over 175 Forecasts 149 Planning Scenarios Over 200 LGO & Community Measures

8 Data Growing Every Day 10,808 Records!

9 Government Ops Inventories Over Time

10 Community-Scale Inventories Over Time

11 Why Use SEEC ClearPath Free access – no consultant fees
User-friendly interface with easy data entry and calculators Online, Cloud-Based Application Collaboration supported w/ multiple users per jurisdiction and multiple jurisdictions per user Secure data storage with daily backups Remote support and training curriculum with data collection templates Streamline progress tracking over time Automatic development updates Contribute to statewide database A few other highlights about the tool: It is an online cloud-based tool, so this allows for multiple users per jurisdiction to use it at once and encourages collaboration between users. New calculators are developed every few months and added to the tool. ICLEI has a variety of training documents and modules available for ClearPath and is currently developing an educational learning platform for users to share with each other. We also provide technical assistance and support for cities, particularly around the Global Covenant of Mayors.

12 Inside SEEC ClearPath Linked Data from Factor Sets or GWPs
Record Inputs Charts and reports are read from the database Outputs calculated on-the-fly as you add data. Within the inventory module, this is what an individual calculator will look like. Your emissions factor will be selected at the top, your activity data can be inputted here in the middle, and then this generates the outputs.

13 A Journey on the ClearPath at the Community Scale

14 Monitoring Your Progress “Communicating Progress vs. BAU Forecast”

15 GHG Contribution Analysis Nashville, TN: 2011-2014
Emissions increases: Growth in population & employment and colder winter Emissions decrease: Reduced industrial energy emissions, decreased electricity usage, improved vehicle fuel economy

16 Recent Updates & Improvements
Inventory Updates Community New Measures: Bike Share, Water Efficiency, Solar Thermal, Heat Pumps, Building Benchmarking, High Efficiency Transit Consumption-based emissions calculators Fugitive emissions calculator Notation keys for GPC Grouping Tags & Indicator Reports Factor Sets Direct Entry for LGO Vehicle Fleet Updated default emission factors and forecasting data from PGE, SCE, SDG&E Gov Ops Employee Transit Use & Air Travel Calculators Reports Planning Updates Monitoring Reports High level planning calculators GPC Reports Gov Operations New Measures: Low Power Computing, Reduced Air Travel, Cool Roofs, Discount Transit for Employees
