Mandatory Grants criteria
The Employer must pay levies to SARS and be registered with FoodBev SETA (SETA 9). Mandatory Grant Application must be submitted online The WSP must include the recent OFO codes version 2017. Employer must have implemented 50% of the planned interventions and implemented must be reflected in the ATR.

The WSP/ATR must be duly authorised and signed-off by: Employer with more than 50 employees, WSP/ATR must be signed off by: SDF and CEO/Training Committee Members; and Provide evidence that the WSP and ATR have been subjected to consultation with the recognized trade unions and/or employee forum. Employer with less than 50 employees must : Appoint an SDF who will sign off the WSP and ATR together with the Owner / Chief Executive and designated employee representative

Employer must provide the following supporting documents: For existing companies - the company must submit a Bank stamped letter or cancelled cheque confirming banking details For new companies - the companies must submit an original Bank stamped letter confirming banking details or an original cancelled cheque Authorisation and Stakeholder support declaration with all of the required authorised signatures. Supporting documents can be scanned and uploaded to MIS

The Annual Training Report (ATR) is a follow - up on the WSP, as it reports on the education and training interventions that were delivered in the previous year. Deadline and Extensions
An application for Annexure 2 (mandatory grants) must be submitted by 30 April 2019 for the 2019/20 financial year. The request for Extension form must be submitted to the SETA on or before the 31st of March Annually. The applications will be submitted to Board/Delegate for approval and applicant will be notified of the outcome. Only employers that have been granted an extension will have access to the Indicium system to submit the Annexure 2 by the 31st of May.

Mandatory Grant Payment Schedule
A Mandatory Grant is a reimbursement on a levy contributed by the organisation. It is not viewed as income to an organisation and therefore is not taxable; it is purely intended for the training of employees. FoodBev SETA will only effect payment once levies have been received from SARS The SETA will disburse Mandatory Grant payments according to the table below

Mandatory Grants: Unclaimed Grants
If the employer does not claim a mandatory grant on or before the closing date as per above, the employer will forfeit the mandatory Grant. Mandatory grants will be forfeited by employers who fail to meet the prescribed criteria outlined in this document. Mandatory grants not claimed within the stipulated timeframe will be transferred to the Discretionary grants on or before 15 August yearly.

Mandatory Grants: Key Issues During Submission – WSP/ATR
Access to the system is requested late by SDFs Accuracy of the data captured on the WSP and ATR Online submission created and completed but not submitted to FBS- (Failure to hit the submit button) Authorization & Declaration Pages: (Sign Off) Blank / incomplete authorization pages upload onto Indicium just to secure submit button can be pressed. Inaccurate documents uploaded for the sake of upload System becomes cluttered and slow during the last week. DO NOT WAIT UNTIL THE LAST MINUTE!

Grant Funding policy Grant Funding policy is aligned with the provisions of the Grant Regulations published under the Skills Development Act To support the national skills development imperatives and national priorities. The allocation of discretionary grants to achieve the goals and objectives of the FoodBev SETA as stipulated in the SSP and APP. Describes the templates, format and process for accessing Mandatory and Discretionary grants. To set out timeframes for processing of applications, communication of decisions, and payment schedules

Discretionary Grant timeframes
Funding window will be open annually from the 19th of February 2019 to the 31st March 2019 DG applications are to be submitted using the FoodBev management system (Online submission) No manual submission will be accepted

Qualifying Criteria Employer Requirements
The employer must be registered with FoodBev SETA. The employer must be up to date with levy contributions unless exempted from paying levies (proof of exemption must be submitted). The employer must have qualified for mandatory grants (Workplace Skills Plan). Applications for grants in support of scarce skills identified in the sector will be given preference.

Employer Requirements Applications must be for learners recruited and contracted within a financial year (1 April March 2020). The employer must have demonstrated a successful track record The participating employer must agree to an audit by FoodBev SETA, DHET and Auditor General Employer must submit the letter of consent from the provider, who will be conducting training

Training Requirements The provider contracted to deliver the training must be accredited by the relevant SETA, Umalusi or CHE to deliver the applicable qualification. Proof of provider accreditation must be submitted (uploaded). Applications must include a detailed implementation plan specifying the following: Learning programme description, date for training scheduled, each unit standard, and dates for assessments.

Submission of LEARNER enrolment Forms/Agreements
The SETA must receive the learner enrolment form 30 days before the training commences. Ensure that all fields in the learner enrolment forms/agreements must be completed and must be initialled on each page It is the responsibility of the employer to communicate with the SETA regarding the revised date of the implementation of learning programme

Non-funded Learners for Registration

Description Non-funded learners are learners that the company wants to register on a credit bearing qualification e.g, a learnership or skills programme, however are not funded through a discretionary grant. The company is required to submit an enrollment form/agreement and its supporting certified documents in order for these to be registered in the system Quality assurance, monitoring and completion of these learners is as per funded learners

Non-funded Learners for Registration
FoodBev SETA in line with grant funding regulation and its policy will only register learners that commence within the current / active financial year (1 April 2018 – 31 March 2019). FoodBev SETA will not accept any enrollment for previous financial years. Please see the steps to be followed when submitting the Non-Funded Learners for registration: Step 1: Send a request on an official letter requesting registration of non-funded learners. Step 2: FoodBev SETA will acknowledge and send feedback (Approved or not Approved)

Step 3: If your request was approved, Step 3.1 Request access from Nokulunga (Solugrowth) her address if only you don’t have access yet. Step 3.2 Once you have been granted access, the SDF or Training Provider must capture or enroll the learners on the MIS System. Step 3.3 Once all learners have been captured or enrolled, generate the list of all the learners captured and print on an official letterhead then sign the letter and send it to and

Step 3.4 Send hard copies of original learner enrollment forms with supporting documents as per the specific learning programme checklist to 13 Autumn Street,Rivonia,2128 Step 3.5 Upon receiving learner enrollment forms FoodBev SETA will send acknowledge of receipt to the sender via . Step 3.6 Once acknowledgement has been sent, the submitted documents will be verified for completeness and whether the learner information is accurately captured in the MIS System. If all information is accurate, the learners will be registered and proof of registration will be forwarded to the sender. Step 4: Note that the registration of learners will be done within 30 days.

Special Projects

Special Projects What gives rise to the SP?
Excess funds due to reduction of commitment register which is not matched with reduction of funds in the bank (i.e. payments). Funds due to previously approved projects that have not taken place or have been terminated before take off Terminated programs which results in funds been uncommitted. FBS monitors CR so that at least by Q3 the organisation can forecast what funds will not be committed by end of year, then that gives rise to the advertisement of Special projects.

Who can apply Levy and non levy paying entities who have projects that are innovative and will address skill development in the sector that is not currently catered for in the normal discretionary grant process When? – FBS will advertise before end of the financial year, most probably towards end of Q3 or beginning of Q4.

Internal control deficiencies highlighted: Grant funding policy was not clear re: end to end process of special projects. Inadequate and inappropriate evaluation criteria and evaluation method. Evaluation criteria was not adequately defined. Critical audit trail information was not prepared by internal staff after conducting site visits. The advert did not indicate specific special projects programmes that are available to apply for?

Monitoring and Evaluation Processes
The M&E Department will consult the FoodBev SETA Commitment Register to follow up on learners behind schedule for funded learning programmes. Once all relevant desktop processes against the identified stakeholders have been completed a letter is drafted and sent to the stakeholder to address the concern. (This could also happen telephonically or via ) If the stakeholder is unable to provider sufficient evidence to close off the learners or if no response is received, the stakeholder is placed on the M&E site visit schedule. If possible the SDF and FBS will arrange a suitable date for the site visit, if not the SETA may terminate the learners behind schedule or conduct an unscheduled site visit.

General M&E Site Visits
Communication is established with the employer to be visited requesting site visit dates and to inform the employer of the purpose of the imminent site visit. Once the company confirms a site visit date, the site visit is conducted The employer may not refuse the FoodBev SETA representative access to any of the sites or where learners are hosted for FoodBev SETA funded learning programmes External moderators may also conduct site visits on behalf of FBS Unconfirmed site visits will also be conducted.

General Site Visits Cont.
A site visit entails the following: Verification of learners by a physical interface with all learners or a sample thereof. Verification of stipend payment by requesting pay slips or payroll print outs from the SDF. Learners are interviewed on the general implementation of the learning programme to establish compliance with implementation plans, timetables, availability of mentors, if learners have signed employment contracts with the employer Learners are requested to fill in a questionnaire to confirm the above

A site visit entails the following: Learners must be available on the day of the agreed site visit. A site visit report is produced and sent to the employer for ratification and sign off. The employer may be requested to submit an implementation plan to address any recommendations If recommendations identified are not implemented to the satisfaction of FoodBev SETA, the employer may be requested to discontinue all training programmes until all recommendations have been addressed successfully

Challenges experienced with submission of information (DOR’s, exit reports etc.)
The employer and training providers are not completing learning programmes inline with their submitted implementation plans. Training Providers are not submitting Declarations of Results (DORs) to the SETA for final verification of credits uploaded. Training Providers are not informing employers of learners behind schedule Employers are not submitting requests for extensions on learning programmes. Employers are not submitting termination requests for learners no longer participating on learning programme. Learners on other SETA programmes are not being Quality Assured timeously by the relevant SETAs.

Challenges experienced by moderators when they have to moderate
Training Providers not securing dates for moderation within the 30 day timeline. Training Providers adding learners to the moderation requests after the moderator has already been appointed. Training Providers not using the moderation tools to prepare for the moderation phase. Training Providers not having all learner POEs available on site for the moderation sample. Training Providers refusing to allow moderators onto their site. Training Providers not using the appeals process to appeal a moderation decision.

Challenge of moderations by other SETA’s
The challenge for the FoodBev SETA is closing off learners that are Quality Assurance other SETAs. This is due to the other SETAs taking excessively long to complete their certification and quality assurance practices. In order to address this the FoodBev SETA have adjusted their close out document requirements or non-FoodBev SETA Learnerships and skills programmes that will now include the following if a learner certificate is not yet available: Non- FBS qualifications/Skills Programmes, will be closed off upon submission of proof of completion from relevant SETA. (Exit moderation report or Certificate or Statement of Results)

Challenge of moderations by other SETA’s
Cont. It is also a challenge to close off learners from other SETAs when the completion documentation is submitted outside of the funded financial year. In many cases the FBS is then unable to pay the grants owing as the SETA financial year end has come to a close. Stakeholders placed in this situation will require a signed letter from the relevant SETA CEO indicating the learner progress and the expected date of completion, this is in order for the SETA to carry over funds for the payment of outstanding grants in the new financial year.

Extension of a Learning Programme Implementation Plans
The employer and training provider completes an extension of a learning programme end date template, stating the reason for extension, and submit it to FoodBev SETA. Once all relevant documents have been received, the request for extension is approved Documents required to approve an extension are : Page 6 of the learnership agreement form reflecting the new proposed end date, Signed off list of learners, Updated implementation plan and extension template signed by the employer/SDF and training provider An Acknowledgment letter is forwarded to the employer with a list of approved learners.

Extension of a Contract
The employer must advise FoodBev SETA three months prior to the expiry of a learning programme contract end date of their intention to extend the contract The reason for extension must be given Upon receipt of a request for extension of the learning programme contract, the contract end date will be extended on the FoodBev SETA system. Where there is no communication received by the employer regarding the expiry of the contract, FoodBev SETA will then terminate the contract and grant recovery measures instituted

Adjustments Adjustment to the learning programme is subject to a written consent of FoodBev SETA CEO. Adjustments to the learning programme to be made within that grant funding year via a written request from the employer.

Termination of Learners
The employer SDF and training provider completes the termination template of a learning programme, stating the reason for termination, and submit to FoodBev SETA Once all relevant documents have been received, the request for termination is approved/signed off, Documents required to approve a termination of a learner are: Termination template signed by the employer/ SDF, training provider and the learner (copy of resignation letter where a learner has resigned). Proof that the learner was trained (DOR’s/payslips) The learner status is changed from registered to terminated on the system (indicium) An acknowledgment letter is forwarded to the company with a list of terminated learners.

Termination of a Contract
Before the expiry of a learning programme contract, an M&E official may send a reminder to the affected employers informing them of the expiry date of the contract and advise them to apply for an extension. Upon receipt of the request for extension of the contract, the contract end date will be updated. Where there is no communication received from the employer regarding the expiry of the contract, that contract will be terminated.

Grant Recovery Grant recovery of FoodBev SETA funded learning programmes will be initiated as per the FoodBev SETA Grant Recovery Policy and Procedure. Circumstances in which grant will not be recovered: If a learner has passed away. Unemployed bursary recipients. A learner has absconded and proof of such is provided. Where grant payment has been made and the employer can provide proof of training.

Grant Recovery Cont. Circumstances in which the grant will be recovered: Wrongful spending of the grant (any deviation from Discretionary grant application without permission from FoodBev SETA) Where grant payment has been made for any tranche, including tranche 1, and no proof of training is provided, the full amount paid to the company will be recovered after the SETA have terminated all affected learners from the systems.

Grant Recovery Process.
FoodBev SETA will send a grant recovery letter to the employer owing (debtor) once learner terminations have been approved and captured on the system. The employer owing (debtor) acknowledges the debt and an invoice is generated and sent to the employer FoodBev SETA will follow up on the outstanding grant recovery on a weekly basis. Once the debtor makes payment, proof must be submitted to FoodBev. Non payment of grant recovery may lead to the employer not receiving any grants from FoodBev SETA in future.

Grant Recovery Cont. Collecting of revenues:
Employers must make payment through Electronic Funds Transfer (EFT) and/or make direct deposit into the organisations bank account No cash payments are acceptable Unless otherwise determined by the Accounting Authority or delegate, debts owed to the organisation may not be recovered in instalments.

Grant Recovery Cont. Interests will be charged on overdue accounts as follows: The employer terms of payments is 30 days from the date of invoice unless extended credit terms have been agreed with the employer. Interest will be charged after the initial 30 days allowed for settlement of invoice. Interest will be charged at the rate determined by the minister of Finance in terms of Section 80 of the PFMA.

Learning Programme Stipend
The various costs associated with a learning programme are : Training provider costs Learner stipend/allowance (unemployed learners) which covers things such as transport to and from work and food at meal times Tools to complete the workplace programme i.e. a uniform An employer must pay all costs associated with the learning programme and no learner may be required to incur any of the above costs The unemployed learner is paid a stipend and the minimum stipends for learners are reflected as follows

Reminder All FoodBev SETA learning programme completions are now the responsibility of the ETQA department, and not the Skills Planning department All learner completion documents must be sent to the relevant ETQA personnel All learner completion documents must be submitted to FoodBev SETA as soon as learners have completed .i.e. within the quarter of the financial year that learners have completed, this will include programmes quality assured by other SETAs.

The QCTO Requirements for Accreditation
The QCTO are in progress with their vision 20/20 implementation. This will include but is not limited to the following: The Accreditation of all Training Providers (What the QCTO calls Skills Development Providers(SDP). This will include current SAQA qualifications and the new QCTO qualifications. The Certification and Quality assurance of all learners registered against these credit bearing qualifications. This takeover is still being negotiated by the QCTO and the SETAs and as we learn more about the way forward FBS stakeholders will be informed. Currently the process for accreditation is still as before for SAQA based qualification with the addition of one extra requirement.

The Current Accreditation steps - Step 1
Read through the Accreditation Booklet in order to assist you with the application process. BookletLink For all new applications for full qualifications (historically registered qualifications), please fill the QCTO Letter of intent and send it to If applying for skills programmes, apply directly with FoodBev SETA. (This is the additional requirement set by the QCTO currently) You need to submit training and assessment material for your accreditation application, the FoodBev SETA does have generic material available however, please ensure you review and have your internal moderator sign off before submission and use. MaterialLink It might be a good idea to firstly focus on a skills programme before you take on the full qualification, but this is up to you to decide, attached a list of the current registered skills programmes for this purpose SPLink You could also ‘create’ your own skills programme using unit standards from a full qualification if a Skills Programmes does not already exist. Step 2 Submission of evidence for accreditation: (Please cut all evidence onto a CD or USB Drive for submission; do not submit hard copies unless agreed to by the ETQA) Completed Application form for accreditation. AFormLink Completed Assessor registration form/s. Please refer to Criteria and Guidelines Registration of Assessors, as supporting evidence is required for registration. This includes moderator registration as well. AssNossLink (Please note assessor/moderator registration document must also be submitted during the Accreditation Application).

Step 2 Cont. Complete QMS (all policies, procedures and supporting documents) QMSLink Matrix indicating allocation of resources per unit standard applied for must be submitted. Refer to FBS Matrix Template Complete for an example of what we require. MatrixLink Learning and assessment material for two unit standards in the skills programme applied for OR Learning and assessment material for four unit standards in the qualification applied for (two core, one fundamental and one elective unit standard)

Step 3 Once FoodBev SETA has approved all evidence, FoodBev SETA then evaluates the submitted evidence and compiles a report. If all is well, the provider must apply for Induction Moderation before any training can commence, the application form must be completed and ed to For more information regarding the moderation processes, you can contact Thulani Makhathini: FoodBev SETA has a two phase external moderation system for skills programmes: Induction Moderation takes place prior to implementation of a programme, and Exit Moderation takes place once learners have completed the programme. For full qualifications this process is conducted in three phases, with Interval Moderation taking place once 50% of credits have been achieved.

Step 4 Once Induction Moderation has been completed successfully, Provisional Accreditation is awarded for a period of three years and training may commence. Full Accreditation is only awarded once the training provider has proven its ability to adhere to NQF Principles and Objectives in all its functions.
