Why do we need data? Decision making on fisheries management (e.g. TAC’s and quota, MPA’s) is based on sound scientific advice on the state of the: stocks marine ecosystem impacted by fisheries Scientific advice is based on data analysis Working Group on Data, Information and Knowledge Exchange

Research Projects: INDENT and INDECO Focus on the development of indicators that might underpin the implementation of the ecosystem approach Two types of indicators: state of marine environment and pressure affecting this state Working Group on Data, Information and Knowledge Exchange

STECF-Subgroup for Research Needs (SGRN) The introduction of indicators could be made operational in the short term based on existing knowledge of these indicators and data that are being collected routinely Working Group on Data, Information and Knowledge Exchange

Ecosystem approach to fisheries management Indicators of the state of the marine environment (cover a broad range of ecosystem features) Indicators of the pressure that affects state (cover the most important aspects of how fishing impacts the ecosystem) A prerequisite for selection was that the indicators could be quantified based on existing or proposed monitoring programmes, if needed after a slight modification or expansion Working Group on Data, Information and Knowledge Exchange

Article 18 (1) of Council Regulation (EC)199/2008: Member States shall make detailed and aggregated data available to end-users to support scientific analysis: (a) as a basis for advice to fisheries management, including to Regional Advisory Councils; (b) in the interest of public debate and stakeholder participation in policy development; (c) for scientific publication. Article 18 (2) of Council Regulation (EC)199/2008: Where necessary, to ensure anonymity Member States may refuse to provide data on vessels’ activity based on information from vessel satellite monitoring to end-users for the purposes referred to in paragraph 1(b). 15 Obligations for end-users
Article 22 of Council Regulation (EC)199/2008: This article provide for a number of requirements for the correct and appropriate use of the data by end-users in terms of respect of legal provisions, ethics, feed back, transmission to third parties Where an end-user fails to comply with this requirements the Commission may allow the Member State concerned to limit or refuse access to the data to that end-user.
