3 3 City State Product Background The City State product contains five (5) separate products –City State Detail –Alias –Scheme Combinations –Seasonal ZIP Codes –Zone Split

4 4 Scheme Combinations Product File Contains a listing of 5-digit ZIP Code groupings Processed and finalized on the same piece of equipment at the same time at plants and delivery units Mailers use this data product to qualify for 5-digit automation rates

5 5 Task Team 11 Review current release cycle for data products specifically: –Labeling Lists –Zone Charts –Mail Direction File Review current process for file dissemination and make changes to release cycle to align with operational needs –Developed a structured release cycle for data products disseminated to the mailing industry –Created L012 labeling list for scheme combinations and remove from AMS product file

6 6 Scheme Combination Current Update Process In-Plant Support determines what ZIP Codes can be sorted together on the same sort plan –Sends information to AMS District AMS enters ZIP Code combinations in AMS –ZIP Code – Combination Maintenance Changes released in scheme combination product file on pre-defined release cycle

7 7 Scheme Combination Interim Update Process Current AMS process will remain same –In-Plant Support will communicate changes to District AMS office –District AMS will input changes into AMS system Network Operations will receive file from AMS of scheme combination updates AMS will continue to publish files in City State Product Network Operations publish data in new L012 labeling list –Based on structured release cycle –Process will continue through 2012 –AMS will suspend its process in July 2013

8 8 Scheme Combination Final Process Local In-Plant Support will submit changes via form to ELLS coordinator at Area Distribution Networks Office Area will review form and submit to Network Operations Network Operations will review If approved, Network Operations will inform ELLS coordinator to input change into ELLS system Changes will be reflected in L012 labeling list –Published on a pre-defined schedule

9 9 ELLS Background Automated system that maintains external label list that are published in Postal Explorer Generates label lists updates that are sent to downstream stakeholders –Postal Explorer –NCSC Disseminates product files sent to mailers –System enables ELLS coordinator personnel to input changes to labeling lists

10 10 ELLS Coordinator Area representative that manages labeling list changes –Interfaces with local site to identify necessary changes –Interfaces with area counterparts to determine best timing for labeling list changes Responsible for adhering to the submission schedule developed by Network Operations Makes changes to labeling list entries in ELLS system
