4. Recommended Positions
State Propositions: Support
Prop 1 – Veterans and Affordable Housing Bond Act of 2018
Will authorize $4.0 billion in GO bonds to fund housing related programs and housing loans
Recommend support
Prop 2 – No Place Like Home Act of 2018
Will use up to $2.0 billion in proceeds from the 2004’s Prop 63 to build supportive housing
Prop 1 – potential money for Pasadena
Prop 2 – cleans up what the state tried to do in the past from the Millionaires tax that was tied up in litigation. Can issue bonds and use money for supportive housing. LA County would be regulating money locally. We could access both State and County money

5. Recommended Positions
State Proposition: Oppose
Prop 6 – Voter Approval for Future Gas and Vehicle Taxes and 2017 Tax Repeal Initiative
Will repeal SB 1: The Road Repair and Accountability Act of 2017
Would eliminate $5 billion annually in existing transportation funds
Pasadena currently receives over $2.0 million annually

6. Recommended Positions
Los Angeles County Measures: Support
Los Angeles County Ballot Measure “W”:  Safe Clean Water Program
Imposes a special parcel tax of 2.5 cents per square foot of impermeable surface area
Provides funding for programs/projects to increase stormwater and urban runoff capture.
40% will be dedicated to local municipalities
Pasadena’s estimate is $1.5 million
Recommend support
Pasadena’s burden is a couple hundred millions - However is our number unattainable
Applies to all residential and commercial properties;
Low-income seniors and some non-profit organizations are eligible for exemption. In addition, schools are constitutionally exempt from parcel taxes.
The estimated median cost for a residential property owner would be $83 per year
About 5 years ago they tried this and failed.
50% is regional so we may have another opportunity to get some additional funds

7. Recommended Positions
It is recommended that the City Council approve the following ballot positions:
Support the following:
Prop 1: Veterans & Affordable Housing Bond
Prop 2: No Place Like Home
Measure W: Safe Clean Water Program
Oppose the following:
Prop 6: Repeal SB1

9. Prop 3: Authorizes Bonds to Fund Projects for Water Supply and Quality, Watershed, Fish, Wildlife, Water Conveyance, and Groundwater Sustainability and Storage. Initiative Statute.
Authorize $8.877 billion in general obligation bonds for water infrastructure, groundwater supplies and storage, surface water storage and dam repairs, watershed and fisheries improvements, and habitat protection and restoration.
Recommend neutral
Committee chose to stay neutral. It is a large bond and is using State’s bonding capacity. You are really not buying much infrastructure. This is more earmarks of which Pasadena is not one of them. In June 2018 we just had the open space and water bond.

10. Prop 10: Expands Local Governments’ Authority to Enact Rent Control on Residential Property. Initiative Statute.
Would repeal the Costa-Hawkins Rental Housing Act, which prohibits local government from enacting rent control on certain buildings.

Can only apply to buildings pre-1995.
