1 Welcome to Twiddla 101 Tutorial Jose Escobedo
Pre-Instructional Activity Time: 5 mins. Welcome to Twiddla 101 Tutorial. I’m your primary instructor and for the next 90 minutes I will be lecturing on a new software that will improve the reporting process between the units and the LNO’s during a training exercise or real world incident. These are the objectives: Given a 5 minute lecture (CN),  the LNO’s will demonstrate an understanding of the software (B) with 100% accuracy (CR). Given a scenario of a collapsed building (CN), LNO’s will create and submit (B) reports with 100% accuracy (CR). Given a scenario of an incident site (CN), LNO’s will draw or upload (B) a map with quadrants and control hazards with 100% accuracy (CR). This course will be delivered in a lecture format through PowerPoint, using the conference room smartboard and your workstation laptop. Internet capabilities will be possible through the use of a wireless internet device MEB-WIFI-06. Password is on the board. The Incident Command System was developed in response to the wildland fires in California during the 1970’s when it was determined an improved multiagency incident management system was needed.

During the Special Focus Exercise at College Station, there were a few flaws with the reporting process and the lack of experience by the LNO’s was one factor but poor reporting caused a delay in the information flow from the units to the tactical operations center. At this time, I would like for each one to briefly explain how your units send information from the incident site to you and give one disadvantage.

What is Twiddla? Free web based website for meetings Easy to use navigate No need for a secured network I came across Twiddla during my graduate studies and found it to be easy to use and free of charge. It requires no use of a secured network allow you to use your workstation laptop or any other digital device without the need of using a CAC reader. The advantage of using Twiddla compared to our current method will allow information to arrive at the TOC with minimal disruptions as experienced through the use of the handheld Motorola 5200.

During our recent Special Focus Exercise, the Tactical Operations Center (TOC) was having a difficult time receiving information from the units. In order to improve the reporting process, the intent is to use Twiddla in order to keep both the CERFP and Incident Commanders abreast of the situation in the hot zone. Twiddla will facilitate the decision making process and will allow the Incident Commander to determine results, reach conclusions or initiate actions.

At this time go ahead and access Twiddla at and let me know once you are at the website. If you are having difficulty connecting to the MEB-WiFi-06, clear your cookies cache and restart your device. In the center of the page, you will see two icons that indicate how you can create a new meeting. You can either choose to enter the sandbox which is identified by a red shovel or the green button with the word GO. Don’t proceed until you are told to do so.

Pre-Instructional Activity Activity Time: 5 mins. The CERFP has to be ready to deploy whenever a State of Texas Assistance Request (S.T.A.R.) is submitted through the Governor’s Office. View the following scenario and start thinking how you can use Twiddla to help send information to other units or entities. There is no right or wrong answer since we have not covered all the functions Twiddla offers.

16 For empty canvas The first option I will cover is the Whiteboard which serves as an empty canvas and users can use this to draw terrain, collapsed structures and interior of a building or write notes. This can be used to send quick messages to the TOC or draw a strip map of the hot zone or any structures. Keep in mind if you are sharing this canvas with other personnel everyone will see your drawing or notes.

17 Link to any website The Web Page on Twiddla can be useful when looking for a map of an area or to search for information on a specific hazard. This is similar to sharing your desktop for everyone to see. You can use Browse button to access any of the links. Go ahead take one minute and navigate through different websites through Twiddla.

18 Unlike the Whiteboard, this serves more like a notepad and easy to type versus creating a text box. This would be ideal when sending any information from one operations center to another without but any classified or personal identification information should displayed here. For sensitive information, continue to use the current communication process.

19 Only PDF files are supported
Both the Document and Image option gives you the opportunity to upload files. The files can be anything from the ICS forms to maps. Before you upload any file, ensure it is converted to PDF since it’s the only format Twiddla supports. If you purchase a plan, you can upload and save any files but a free account will only allow you to upload and not save the file.

Content Presentation Twiddla offers the opportunity to invite other people to your meeting either by sending an or by just typing the URL.

Activity Time: 3 mins. This is just an example of how you can invite people to your meeting. Once you invite people to your meeting, everyone will have access to the page and you can start communicating with each other. You can password protect the meeting but it requires a paid subscription.

Listen to the scenario and start thinking what resources you will need and information you will need in order to submit them through Twiddla. Scenario: Occupancy is a three-story apartment complex with the first floor partially underground. The building is of ordinary construction, 60’ x 200’. The first-floor area is occupied as a locker storage area for tenants’ belongings. The second and third floors are occupied with six apartments. Each apartment has smoke detectors. The building is sprinkled and each apartment has three bedrooms. A total of 21 people occupy the apartment complex. The Civil Support Team was deployed and determined there are no signs of hazardous materials. Are there any questions regarding the scenario?

The Safety Officer is responsible to locate all hazards within the incident site and sketch the footprint. Units can assist by identifying their hazards and equipment in their area of operations. 42 A B C D 1 2 3 4 N CASE REEFER Slicing the incident site into either groups, quadrants or sections is important to carefully monitor where each unit or team is located at any given time within the incident site. There are two ways you can create quadrants on a map. You can use the shapes provided by Twiddla to insert the lines or use the drawing pencil.
