3 An Evolving Department
Human Resources Department Employment Office Personnel Department We will begin this lesson with discussing Evolving department. Human Resources developed, originated, and grew in the same manner as other areas in the health care organization. Human Resources departments began as Personnel Departments. The name change occurred due to a change in scope and direction. The employment office originated to relieve the manager of the burden of work that did not generate revenue and to create consistency in hiring practices. The responsibility of the employment office grew with the introduction of legislation, such as wage and hour laws; income, payroll, and Social Security taxes. Tasks were added as needed and all related to workers, including finding, hiring, and maintaining employees. Over time, the employment office was renamed the personnel department. Additional requirements were added, such as health insurance, workers compensation, and retirement programs, all of which expanded the duties of the personnel department. Also, the National Labor Relations Act of 1935, created enormous work for organizations that became subject to union organizing efforts. Prior to the 1960’s, personnel departments were responsible for most activities related to employment, including maintaining all employment files. This changed with the passage of the Civil Rights Act of In the mid 1970’s, many personnel departments became responsible to interact with external agencies and special interest groups, such as Affirmative Action, Equal Employment Opportunity, safety, and social responsibility. The personnel department became the Human Resources department to reflect the increased workload. Human Resources is essential and vital to the success of modern healthcare organizations. Many human resources department are in stages of transition, with some making little progress; however, they are evolving to better be able to address new and more complex responsibilities. Human resources, especially in healthcare organizations, must continue to evolve and remain current, must adopt a more proactive outlook and approach, and become a full-fledged member of the organization’s strategic planning initiatives. The typical human resources department has grown from a single person into a large organization. Next slide.
