2 Introduction New work programme should built on the ongoing work and the experiences of the past two years New priorities addressing challenges following the analysis and towards the river basin management plans No major re-organisation, rather adaption of structure to emerging needs Version 1.0 presented to SCG, no major comments, all written contributions incorporated No outstanding issues

3 Key priorities Intercalibration Pilot river basins Integrated river basin management focusing on key issues (art. 5 and research, cost-effectiveness, water scarcity) Groundwater (information exchange and focus on monitoring) Reporting / WISE / GIS Priority substances (all techincal aspects of Article 16) Flood protection Environmental objectives Transboundary river basin management Integration (inclusion of hydropower and navigation)

4 Organisational issues
Overall, the structure is maintained and the four existing Working Groups should continue (note change of numbering for simplification) Additionally: Strategic Steering Group for WFD/AGRI EAF Flooding GIS Expert Network as sub-group of WG on reporting Question on whether to keep EAF Priority Substances or convert into a Working Group following the finalisation of the COM proposal Sub-group on chemical monitoring to be decided at a later stage

6 Draft Conclusions Water Directors are invited to: Agree priorities and new adapted structure Endorse main part of new WP 2005/2006 (chapters 3, 4 and 5) for publication together with progress report Annex 1 – mandates to be discussed and agreed separately
