1 Hazardous Materials Incident Response
Ron Davis TLMT 318

2 Accident Scenario

3 Accident Details Truck on its side in the ditch with water in it
Truck laying against a hill of sand Small fire under truck with smoke billowing Gray gravel like substance also on fire Driver alert and responsive smoking a cigarette Hazmat Placards with ID Number 1403

4 What to do First Before anything else call 911. Next, the driver needs to be removed to a safe location and cigarette extinguished. The driver is clearly not well enough to make good judgment, much less to assist. Due to the smoke, a safe area should be established a safe distance away and upwind from the accident.

5 Identify the Hazards ID Number 1403
Calcium cyanamide, with more than 0.1% Calcium carbide Water-Reactive (Emitting Flammable Gases) 4.3 - Dangerous when wet material ERG 138

6 CAMEO Chemicals Data Print United Nations/North American Number Datasheet UN/NA 1403 Emergency Response Guidebook (ERG, 2012) Material Names Calcium cyanamide, with more than 0.1% Calcium carbide Response Guide 138 Substances - Water-Reactive (Emitting Flammable Gases) There are no initial isolation and protective action distances listed in the ERG. The ERG doesn't predict that large amounts of toxic-by-inhalation gases will be produced if this material is spilled in water. Hazmat Table (49 CFR ) UN/NA Proper Shipping Name Hazard Class Labels Notes* * There are three notes: (1) whether the displayed information is for domestic (U.S.) or international shipping (if neither is specifically indicated, it applies to both), (2) whether the proper shipping name must include one or more technical names of the hazardous material in parentheses, and (3) whether the hazardous material is an inhalation hazard. UN Calcium Cyanamid with more than 0.1 percent of calcium carbide   4.3 - Dangerous when wet material

7 Identify Additional Potential Hazards
Small fire Under truck indicating possible fuel leak Around trailer indicating hazardous cargo Environmental Potential fuel leak from truck Explosion hazardous material Natural water runoff in ditch

8 ERG Actions Although there is a class A fire extinguisher available on the scene, cargo is violently reactive to water. Therefore, using a water based class A fire extinguisher would acerbate the situation. Instead, donn positive pressure SCBA protective gear and cover small fire with dry sand from hill.

9 ERG Actions (Cont.) Isolate spill area for at least 25 meters, keep out of low areas, and stay upwind. If small fire is contained, no wide scale evacuation is necessary. If fire grows, and a tanker truck is involved, isolation area of ½ mile is recommended.

10 Utilize MARPLOT to Establish Evacuation Area
