3. Washington’s Neutrality Proclamation
According to Washington, the U.S. should stay neutral. He says to “remain friendly to both sides.”
Washington warns against taking sides.
Anyone who does not listen to Washington’s warning will not be kept safe by the U.S.
The United States was a young nation that did not need to get involved in any foreign issues (no more debt!).

4. Jay’s Treaty
The British were capturing American trading ships in the French West Indies.
Washington sent Chief Justice John Jay to try to make a treaty with Britain.
Jay’s Treaty did not stop the British from capturing U.S. ships, which continued to hurt U.S. trade with the French.
