3 Scope of the Vacant Process
Vacant proposal relate to SSP and LSP. Charges to be removed following the vacant notification ZCA – LDZ Capacity ZCO – LDZ Commodity CCA – Customer Capacity NCO – National Transmission System Commodity ScottishPower, Energy Retail ScottishPower, Energy Retail 3

4 Initiation of Vacant Status
A site will classify for vacant status where 2 visits have been made to the property with a minimum of 75 days, and a maximum of 215 days between them, and both visits have resulted in a vacant response from the MRA A supplier must send a vacant flag to Xoserve to identify the status. When flag is received and processed Xoserve will reduce AQ to ‘1’ for Capacity and Commodity payment calculations A site retains vacant status by: Supplier continuing to send vacant notices on the back of reading visits, these being no more than 215 days, and no less than 75 days since the last notification There should be no consumption increment at the supply point ScottishPower, Energy Retail ScottishPower, Energy Retail 4

Upon conclusion of a vacant status: The AQ reverts to ‘pre vacant’ value and charges are reinstated Or Mprn is isolated and withdrawn ScottishPower, Energy Retail ScottishPower, Energy Retail 5

7 Monitoring Requirements

8 Reporting Requirements
The Supplier must proactively attempt to obtain meter readings and retain a record of these attempts: extra attempts to contact the owner e.g telephone, post, attempting to contact the local estate agent or local authority where dual fuel by checking for a similar pattern with electricity consumption All of this information and attempts to contact the customer should be retained for Ofgem monitoring ScottishPower, Energy Retail ScottishPower, Energy Retail 8

9 Safeguards There must be a time limit in relation to how long a site can sit as vacant. If a site reached 24 concurrent months in the vacant process, the ‘pre vacant’ AQ is reinstated and charging recommences.
