3 Status on the electronic public procurement reform in Romania
Legal provisions The contracting authorities have the obligation: to apply through electronic means the three most used types of tender procedures which represents 99.6% of the total procedures applied in 2017; to purchase products and services directly from the electronic catalog over $25,000 and works over $70,000.

4 Technological tools used in Romania:
Public procurement platform used for applying the procurement procedures electronically, for publishing advertisements at national level as well as for the direct purchase of products, services and works; Harmonization between standard bidding templates from national system with the Official Journal of the European Union (where EU countries and WTO members have accessed). Electronic procurement system Guidance and support instrument adressed to the contracting authorities and everybody involved in public procurement processes, which provides information on all the processes of the public procurement; Additional support tools available in the guide: templates, checklists, standardized tender documentations, case library, forum; Available in Romanian and English. Web-based guide

5 European Single Public Document
The system prevents conflicts of interest occurring in public procurement procedures; It automatically detects family ties and close connections between bidders and the management of contracting authorities. Prevent system Information system that helps foreign bidders identify different certificates requested in procurement procedures across the EU; It provides descriptions of the documents used for proving the fulfilment of the exclusion or selection criteria; Available in all EU languages. eCertis Self-declaration of the businesses' financial status, abilities and suitability for a public procurement procedure; Preliminary evidence of fulfilment of the conditions required in public procurement procedures across the EU; European Single Public Document

7 The main challenges and lessons learned
Human resources: poor knowledge of PP staff on ITC; staff do not identify the need, causing lack of demand, of digitized tools or cognitive analysis; reluctance to adapt legislation to reduce the volume of paper in public administration; Financial resources: all the technological tools involve a certain financial investment; Technical aspects: the need to correlate the new technological tools with existing databases.

8 The main challenges and lessons learned
Human resources: whenever necessary, to call on external experts to collaborate in defining the need, technical specifications, flow of information and methodologies for digitizing public procurement; information and communication campaigns on the benefits of using technological tools are important to change mentality; Financial resources: we should take advantage of the opportunities to finance through external funds the investments needed to develop the technological tools.
