The staff at the facilility used the QMT in December 1996, December 1997, and December The graph shows the resulting changes in service quality at the facility, with the lowest bar representing the 1996 level and the highest bar representing the 1998 level for each area. For example, staff at the site observed clients’ right to information approximately 50% of the time in 1996, about 70% of the time in 1997, and around 95% of the time in 1998.
