3 INTRODUCTION The Loans allocation function is handled by the loans Allocation section. The Section is supervised by Assistant Director under him/her Managers, Principal officers , Senior officers and Officers who are responsible for analysis and appraisal of loans and grants applications.

4 ELIGIBILITY FOR LOANS AND GRANTS
HESLB Act and regulations provide for General Eligibility and Criteria for applicants seeking loans General Eligibility requires the applicants to meet the following conditions: Must be a Tanzanian; Must have applied for Loan; Must have been admitted to an accredited HLI on full time basis except the OUT; Must not have funding from other sources; For Cont. students, Must have passed the exams to advance to the following year of stage of study.

NEEDY In addition to General eligibility criteria, The Board consider for loans the needy applicants, who may be; Be a poor Orphan (who has lost both parents) or Partial orphan (who has lost Single parent); Have disability (Certified by DMOs/RMOs) Have parents with disability ( certified by DMOs/RMOs) Be from Lower income household and /or marginalized community whose pre-university education was sponsored by recognized institutions.

OTHER ELIGIBILITY CRITERIA Loans shall be granted by order of neediness and programme clusters; Fresher applicants must have graduated their ACSSE or other equivalent qualifications within three (3) years i.e starting from 2016 and 2018; With the exception of the additional items in a specific year, amount allocated to a student will be maintained throughout his or her studies

8 LOANS AND GRANTS ITEMS HESLB may provide loans to cover all or some of the following items; Local Undergraduates, includes; Meals and Accommodation (M&A) Tuition Fee (TU) Books and Stationery (B&S) Special Faculty Requirements (SFR) Research (RS) and; Field Practical Training

11 APPLICATION PROCESS Preparations and issuance of Annual Guidelines and Criteria for issuance of Loans and Grants Applicants wishing to apply may do so through OLAS within the period set by the Board Verification of application forms received online, shall be verified to check the accuracy of the attached documents and completeness of the application

13 ALLOCATION OF LOANS AND GRANTS
MEANS TESTING Means Testing (MT) will be used to determine applicants’ neediness for financial assistance. School fees paid in CSEE, ACSEE and Equivalent qualifications, other factors include orphanage, disability, Sponsorship and poor family background.

DISTRIBUTION OF LOANABLE ITEMS Loans allocation to successful applicants will be distributed in the order as shown below based on the remaining amount from the preceding loan item.

APPROVED TUITION FEE RATES Shall be pegged to the equivalent tuition fee rates approved for /paid in the public HLIs. All cont. students shall continue to receive their loans as per their previous MT. Tuition fees shall be paid directly to the HLIs while other items shall be paid directly to the student.

16 INTER-UNIVERSITY AND INTERNAL TRANSFERS
The Board may re-direct the loans to the Institution where the students have shifted to, subject to obtaining written confirmation from TCU/NACTE The Board will honour and process transfers received within ninety (90) days Transfers will be done based on previous amounts allocated

17 APPEALS Applicants who are unsatsified with the allocations may appeal by completing the relevant Online Appeal forms and channel their applications through respective HLI loan Desk officer.

18 CHALLENGES Late submission of important information such as Examination /progress reports, transfers and resumption cases from HLIs Requests for allocation of loans of previous years Piece meal submission of Examination results Late and Piece meal submission of Admission list from TCU
