PRODCOM – PRODuction COMmunautaire” (Community production) It is the title of the EU production statistics of manufactured goods. Legal basis Council Regulation (EEC) No 3924/91 of 19 December 1991 on the establishment of a Community survey of industrial production - (PRODCOM Regulation). PRODCOM is an annual survey designed to collect data and produce statistics regarding the industrial production. The industrial production has to be recorded according to the product headings of the PRODCOM List during the reference period

Data to be collected the physical volume of production sold during the survey period the value of production sold during the survey period the total production during the survey period Coverage NACE section C + divisions 07 and 08 The theoretical aim of PRODCOM is to achieve 100 % coverage of each product, in other words, to report the full amount of production of each product. but, for practical reasons: the reporting country must record at least 90% of the value and volume of production carried out by enterprises on its territory; only enterprises with more than 20 employees should be surveyed; However the regulation stipulates that the national survey methods should ensure 90% coverage across the whole 4-digit NACE class is achieved. 4 PRODCOM headings are derived from NACE/CPA Organisation of the list
- The list is divided into „Classes” corresponding to the NACE classes. Within the individual classes, the PRODCOM headings are grouped according to the corresponding CPA headings. Heading characteristics the PRODCOM code is an eight-digit code XX.XX.YY.ZZ NACE class classification of a heading within this CPA CPA sub-category

Additional remarks column “P”: indicates what should be reported (S, T, V, I) headings of type I concern industrial services: treatment, repairs and maintenance, and assembly work To be recorded the value of the service, i.e. the fee paid column “Reference to notes” provides information about the statistical treatment of the heading; A1, B1, B2, B3, C1, C2, C3 = specific definition for some steel and iron products C = Considerations on metal coating M = Considerations on military products O = Considerations on the links to CN for ships (see specific notes for division 30) P = Considerations on printing products (see specific notes for division 18) R = Provisions on newly constructed ships (see specific notes for division 30) S1, S2 = Considerations on sub-contracting S = Production sold should be reported by value and volume for type S headings. In some cases no volume unit is defined for a heading. In these cases only the value should be reported T = Total production should be reported by volume for type T headings. In addition the sold production by value and volume should be reported V = Total production should be reported by volume for type V headings. Sold production is not required I = Type I headings are industrial services. The reported value should be the fee paid. No volume data should be reported - Each heading of the PRODCOM list is, with a few exceptions, defined by one or more headings of Combined Nomenclature (CN). The Corresponding CN headings are listed in the column „External trade nomenclature reference for year HS/CN)”. Because the „Description” does not always cover the entire content of the PRODCOM heading, a correct and complete interpretation of the PRODCOM headings is provided by the „General rules for the interpretation of the Combined Nomenclature”.

7 National version of PRODCOM
- possibility for each MS to add more detail to the PRODCOM list in respect with the stipulations of CEE Regulation - for national needs (eg. professional associations) - PRODFRA = the french version of PRODCOM ca. 500 additional headings
