European Union’s Framework Programme for Research and Technology Development History more than 20 years (since 1984) World’s largest programme in support of transnational research, promoting cooperation, coordination, and mobility accross the borders. At a moment -FP7 ( ) which is the biggest and most ambitious. ERA goals (The 'knowledge triangle' - research, education and innovation - is a core factor to meet these goals). 7 Cooperation – Collaborative Research
Support will be implemented across all themes through: Collaborative research (Collaborative projects; Networks of Excellence; Coordination/support actions) Coordination of non-Community research programmes (ERA-NET; ERA-NET+; Article 169) International Cooperation (See work programme) Under each theme - Emerging needs and Unforeseen policy needs In all thematic areas Dissemination of knowledge and transfer of results will be supported

10 Evaluation process On receipt by the Commission, proposals are registered and acknowledged. Eligibility criteria for each proposal are also checked by Commission staff before the evaluation begins. Proposals which do not fulfil these criteria will not be included in the evaluation. Proposal will only be considered eligible if it meets all of the following conditions: It is received by the Commission before the deadline given in the call fiche It involves at least the minimum number of participants given in the call fiche It is complete (i.e. both the requested administrative forms and the proposal description are present) The content of the proposal relates to the topic(s) and funding scheme(s)

11 Experts The evaluation of proposals is carried out by the Commission with the assistance of independent experts. Experts perform evaluations on a personal basis, not as representatives of their employer, their country or any other entity. An appropriate balance between academic and industrial expertise and users A reasonable gender balance A reasonable distribution of geographical origins Regular rotation of experts Experts must also have the appropriate language skills required for the proposals to be evaluated.

13 Evaluation Each criterion will be scored out of 5. Half marks can be given. 0 - The proposal fails to address the criterion under examination or cannot be judged due to missing or incomplete information 1 - Very poor. The criterion is addressed in a cursory and unsatisfactory manner. 2 - Poor. There are serious inherent weaknesses in relation to the criterion in question. 3 - Fair.While the proposal broadly addresses the criterion, there are significant weaknesses that would need correcting. 4 - Good. The proposal addresses the criterion well, although certain improvements are possible. 5 - Excellent. The proposal successfully addresses all relevant aspects of the criterion in question. Any shortcomings are minor. Thresholds will be applied to the scores. The threshold for individual criteria will be 3,0. The overall threshold, applying to the sum of the three individual scores plus one, will be 10,0.

15 Funding schemes: Collaborative research projects Small or medium-scale focused projects
Requested EC contribution is from € 500k to € 1.5 M. Minimum number of participating legal entities required: at least 3 independent legal entities, each of which is established in a MS or AC, and no two of which are established in the same MS or AC. Targeted to specific objectives: Research and development to generate new knowledge, improve European competitiveness or address major societal needs; Clear focus and approach at project level Overall work plan clearly fixed for the whole project life Major deliverables planned in detail No changes expected in work plan and deliverables Adequate project management Management of the knowledge produced (protection, exploitation, dissemination)

16 Funding schemes: Collaborative research projects Large-scale integrating projects
Requested EC contribution is from €1.5 M to € 4 M. Minimum number of participating legal entities required: at least 3 independent legal entities, each of which is established in a MS or AC, and no two of which are established in the same MS or AC. Set of defined, integrated, differentiated activities and covering a range of aspects, which can stand alone or can be used in combination: Objective-driven research and development within a clear defined scientific envelop, addressing a range of different disciplines. Significant advancement in the current State of the Art is expected. Tackling multiple issues and directed to achieve specific deliverables Large degree of autonomy of consortia both at work programme and partnership (all kind of stakeholder) level Updating and/or re-formulation of the work plan where when appropriate can be expected

17 Funding schemes: Research for the benefit of specific groups
Requested EC contribution will be up to €1 M. Supports research and technological development projects where the bulk of the research is carried out by RTD performers for the benefit of specific groups, defined as civil society organisations and their networks (CSO) Civil society organisations are considered to include any legal entity that is non- governmental, not-for-profit, not representing commercial interests, and pursuing a common purpose in the public interest. The minimum participation requirements are the following: a) at least 3 civil society organisations (CSO) established in at least 3 Member States (MS) or Associated Countries (AC) or one European network of CSO established in a MS or an AC and made up of at least three CSO established in 3 MS or AC, must participate; and b) at least 2 RTD performers (having the capacity to carry out research at the request of CSO), independent from any other participant, must participate.

18 Funding schemes: The financial limits indicated for collaborative projects and research for the benefit of specific groups constitute eligibility criteria, and proposals outside the limits will be excluded from the evaluation process.

Include actions aiming at coordinating and supporting research activities and policies. Co-ordination and support action (co-ordinating) - at least 3 independent legal entities, each of which is established in a MS or AC, and no two of which are established in the same MS or AC.
