First Deaf/Hard of Hearing Applicant tested on February 7, DHSMV anticipating a second test in May that the Department will conduct.

DHSMV is continuing to develop the procedures to conduct CDL skills test. Once these procedures are completed we will release them to the Third Party Administrators so that they may conduct these skills test.

Overview of the test procedures: Interpreters not allowed for the test, but are allowed during instructions for clarification of the instructions. Communication will be in writing (English only). Two examiners for the Basic Control Skills. GPS for the Road Test.

FMCSA establishes new minimum training standards for certain individuals applying for their commercial driver's license (CDL) for the first time; an upgrade of their CDL (e.g., a Class B CDL holder seeking a Class A CDL); or a hazardous materials (H), passenger (P), or school bus (S) endorsement for the first time. These individuals are subject to the entry-level driver training (ELDT) requirements and must complete a prescribed program of instruction provided by an entity that is listed on FMCSA's Training Provider Registry (TPR). FMCSA will submit training certification information to State driver licensing agencies (SDLAs), who may only administer CDL skills tests to applicants for the Class A and B CDL, and/or the P or S endorsements, or knowledge test for the H endorsement, after verifying the certification information is present in the driver's record.

FMCSA amends the Federal Motor Carrier Safety Regulations (FMCSRs) to require certified medical examiners (MEs) performing physical examinations of commercial motor vehicle (CMV) drivers to report results of all CMV drivers' physical examinations performed (including the results of examinations where the driver was found not to be qualified) to FMCSA by midnight (local time) of the next calendar day following the examination. The reporting of results includes all CMV drivers who are required to be medically certified to operate in interstate commerce, not only those who hold or apply for commercial learner's permits (CLP) or commercial driver's licenses (CDL), and results of any examinations performed in accordance with the FMCSRs with any applicable State variances (which will be valid for intrastate operations only). For holders of CLP/CDLs (interstate and intrastate), FMCSA will electronically transmit driver identification, examination results, and restriction information from examinations performed from the National Registry to the State Driver's Licensing Agencies (SDLAs).

20 Third Party Tester Agreements
Currently the Third Party Tester Agreements are open ended with no expiration date. The Department will be issuing new Agreements that will now have an expiration date of 4 year from agreement date, that will include the changes required by Federal Regulation.

23 Commercial Learners Permit
Commercial Learner Permits must be held by all applicants before a Commercial Driver License may be issued or upgraded. The Permits will be valid for 180 days with one renewal allowed. For an applicant to receive additional Commercial Learner Permits they will be required to start as an original applicant and pass the knowledge exams again.
