CDL Tester Program Changes Classes will be given the “Green Light” to be scheduled when contracts are rolled out, hopefully later this month or in March. Please let Jamie Warrington know if you intend to request additional testers ASAP. All current testers will need to go through 15 hours of refresher training every 4 years to maintain certification. (Tentatively begins July 8, 2015). Specific details about initial recertification are still being worked out by DHSMV.

CDL Tester Program Changes American Association of Motor Vehicle Administrators (AAMVA) sets CDL Tester and testing guidelines for all fifty (50) states under an agreement with the Federal Motor Carrier Safety Administration (FMCSA), which is the regulatory authority regarding commercial driving privileges. AAMVA is now requiring a mandatory fifty (50) question test (takes approximately 1 hour) must be passed in order to become a CDL Tester and to maintain certification.

4 www.FLDOE.org © 2014, Florida Department of Education. All Rights Reserved. CDL Tester Program Changes All testers will be required to complete a minimum of ten (10) tests per year. No exceptions will be made to accommodate smaller school districts. We will need to look at the possiblility of some sort of “shared” testing program among districts or groups of districts (similar to PAEC in the panhandle) for those not able to meet the minimum requirements.

During a co-score, a tester that is off by 10 or more points from the compliance officer will not be allowed to administer any tests until they are re-trained. During a co-score, a tester that is off by 5-9 points may be permitted to continue testing, with re-training and another co-score. The Compliance Officer will have the authority to make the determination. Compliance Officers will do everything they can to assist those testers needing extra training. The Compliance Officer has the final decision in all areas of the CDL Tester Program.

Sites not in compliance will be given 30 days to correct the deficiencies. If deficiencies are not corrected within the 30 days, the site can be shut down at the discretion of the Compliance Officer. Compliance Officers have been instructed to conduct on-site audits of tester records. Compliance Officers will give as much advanced notice as possible of their visit. Compliance Officers will also be conducting un- announced audits, but will be mindful of operational needs.

CDL Tester Program Changes CSTEMS system will be coming on-line and will replace the Paperless Waiver System currently in use. Compliance Officers will start providing training to testers on the use of CSTEMS during refresher training, set to start soon. Applicants with a CDL Learner’s Permit will have to wait at least 14 days before being tested for a CDL. Tester will have to request, and enter into CSTEMS, a test 2 days in advance.

Medical Examiner Certificate Update Effective January 1, 2015, CDL holders will be required to carry their new Medical Examiner Certificate (MEC) on their person for 15 days after issue. On the 16 th day, the holder will no longer need to carry a copy of the MEC on their person. This will allow DHSMV time to update the driver record. Operator will still need to self-report MEC information on-line to DHSMV with each new MEC.

9 www.FLDOE.org © 2014, Florida Department of Education. All Rights Reserved. Medical Examiner Certificate Update 100% automation of the MEC process is now expected sometime in 2017-18. If the State Board of Education adopts the repeal of Rule 6A-3.0151, and accepts the DOT Medical Examination, all districts would be required to use a medical examiner registered with the National Registry of Certified Medical Examiners (NRCME). Operators not self-certified in a regulated category with the DHSMV would need to be before the expiration date of their current MEC.

Excepted Interstate - I operate or expect to operate in interstate commerce, but engage exclusively in operations that qualify me for exception from the requirement to maintain federal medical certification. C. Non-excepted Intrastate - I operate or expect to operate only in intrastate commerce and am required to meet state of Florida medical certification requirements. (Medical Card Required) D. Excepted Intrastate - I operate or expect to operate only in intrastate commerce, but engage exclusively in operations that qualify me for exception from state of Florida medical certification requirements.
