4 Rules Committee Meeting
Invited Guests - CCA Coordinator, Active Official, National Federation of State High School Associations (NFHS). Non-rule Change Year - Exceptions. Negative outcome regarding prior year rule change. Delays – Rule and .2. Player safety. Rule

5 Rules Changes Delays. Administrative – Rule 10-2.2.
10-minute requirement for team members and starters. Lineup changes after 10-minute mark. Consuming full minute and not ready to play before start of half or extra period. Team followers entering playing court-preventing live ball or continuous play.

6 Rules Changes Delays (continued). Coach.
Bench personnel entering playing court-preventing live ball or continuous play. Failure to have court ready for play, final horn of timeout. Failure to resume play, 2nd warning horn for time out, disqualified/ejected or injured player.

7 Rules Changes Delays (continued). Player.
Repeatedly delaying game – preventing ball from being put into play or delaying administration of free throw. Interfering with ball after goal or failing to pass ball to official after whistle. Failing to provide sufficient space along the out of bounds line for a throw-in after warning by an official per Rule e.

8 Rules Changes Delays (continued). Warnings.
Administrative Technical – no warnings. Coach delays- No warning for bench personnel entering court and preventing ball from being made live or preventing continuous play. One warning for failing to have court ready for play after final horn ending timeout or failing to resume play following final horn ending timeout or to replace disqualified/ejected or injured player.

Player delays- one warning to each team for all player delays under Rule c. Player Equipment – Rule Casts and braces permissible on elbow, hand, finger, wrists or forearm when covered with a minimum of ½ inch thickness of slow-rebounding foam. Referee still has final decision.

10 Important Interpretations and Editorial Changes
Rule – Cover of ball (Nike Hyper Elite). Rule f – Incorrectly omitted last year. Kick or fisted ball anywhere but in front court with 19 second or less. Reset to 20. Rule f – Injury or bleeding timeout. If becomes media timeout, no team timeout charged to injured player to remain in game. Rule b – Team control includes a muffed pass.

Rule c.7 – Added hook and hold fouls to F1 or F2 depending on nature of foul. Rule 4-24 – Definition of loose ball includes deflected pass between teammates. Rule – When both screener and defender commit screening fouls, a double foul may be called. Rule – Priority given to any injured player which causes the health and safety of player to be at issue.

Rule 7-3-Throw-ins. Front court and offense retains possession. Foul, violation or offensive team timeout throw-in from nearest of four spots. Rule and a. Exception-Penalty requires a different location or defense causes ball to be out of bounds. Causing the ball to go out of bounds is always a spot throw-in. Offense causes the ball to be out of bounds. Throw-in at closest out of bounds spot to where stoppage occurred.

Free Throws- Rule 10-1 PENALTY b. Flagrant foul on successful try. Basket plus 2 free throws. Instant Replay- Rule e.2. RA appeal. After call made. Secondary defender in or out of RA. Charged timeout if call confirmed

Enforcing bench decorum- Appendix III. Repeated/ prolonged violations. Egregious conduct violations- no warning. Question integrity of official. Profane, vulgar, threatening, derogatory or personal comments regarding race, ethnicity, religion, gender or sexual orientation.

Enforcing bench decorum- Appendix III. (cont.) Egregious conduct violations- no warning. Prolonged negative, disrespectful or unprofessional responses to call/no call. (e.g. thrashing arms, re-enacting play, running/jumping in disbelief.) Negative responses such as charging an official in a hostile/aggressive manner, removing jacket in response to call/no call, or throwing equipment/jacket on floor. Continuous criticism regarding same call/no call after warning.

17 Potential Future Rules Changes
Three-point line. (FIBA distance) Widen lane. Reset shot clock to 20 seconds on offensive rebound. Quarters.
