George Martin, HomeBase Learning Objectives Attendees will leave this session with an understanding of: The 100-Day Challenge model and how it uses data to track progress on ending youth homelessness; The challenges related to data that communities are encountering in their 100-Day Challenges on youth homelessness, and some of the solutions to these challenges; The data challenges one community confronted in their 100-Day Challenge and how they continue to work to address them; and, The data challenges and solutions related to youth homelessness encountered by others in this room.

This Confronting Data Related Barriers in Youth Homelessness Initiatives George Martin, HomeBase HUD’s 100-Day Challenges on Youth Homelessness Challenges are part of HUD’s broader technical assistance focus on youth homelessness HUD sponsored two cohorts in 2017 and one in 2018: Five urban communities in 2017 cohort 1 Four rural communities in 2017 cohort 2 Five urban communities in 2018 cohort Several communities have pursued Challenges outside of the HUD-sponsored opportunity

This Confronting Data Related Barriers in Youth Homelessness Initiatives George Martin, HomeBase The 100-Day Challenge Model A 100-Day Challenge is a method of systems change that: Seeks to answer the question: “How can we change our system without necessarily adding new financial resources?” Features a team of diverse stakeholders working together to achieve ambitious results in a short period of time. Builds the foundation for long-term change within a system.

Locating Homeless Youth
This Confronting Data Related Barriers in Youth Homelessness Initiatives George Martin, HomeBase Locating Homeless Youth Barrier: Youth and young adults experiencing homelessness are often less likely to seek shelter than adults, since much of shelter is geared towards adults. This population also interacts with a different range of service providers. Response: Expand HMIS coverage or data sharing to youth-specific service providers (e.g. schools). Outreach teams dedicated to youth and young adults. Youth-focused marketing campaigns. Tap knowledge of youth with previous lived experience.

Collecting Sensitive Information
This Confronting Data Related Barriers in Youth Homelessness Initiatives George Martin, HomeBase Collecting Sensitive Information Barrier: Youth and young adults are afraid or unable to share information that is important to housing them or to tracking progress on metrics. Information such as LGTBQ+ status and history of trauma. Response: Stop asking but target housing and services toward that population as much as possible. Partnerships with organizations that serve LGBTQ+ youth. Authentic engagement with youth with lived experience.

Legal Barriers to Information Sharing
This Confronting Data Related Barriers in Youth Homelessness Initiatives George Martin, HomeBase Legal Barriers to Information Sharing Barrier: Sharing data about homeless youth under the age of 18 is complicated by legal issues around parental consent. Response: Include RHY providers and other organizations that serve minors in case conferencing. Create data-sharing agreements that honor legal concerns of providers but allow for collaboration.

Cross-System Data Sharing
This Confronting Data Related Barriers in Youth Homelessness Initiatives George Martin, HomeBase Cross-System Data Sharing Barrier: Other sectors are reluctant to share data with teams focused on youth homelessness. Response: System leaders use political or bureaucratic savvy to onboard data-sharing partners. (“Data sharing from above.”) Front line staff use contacts in other sectors to explore data sharing opportunities. (“Data sharing from below.”)
