An idea for a law is written and introduced to one of the houses of Congress (House of Reps or Senate) as a bill. The bill goes to its first committee, where members discuss and vote on it. If the bill is approved in the first committee, it is sent to either the full House of Reps. or the full Senate for a vote. Once the House or Senate approves the bill, it moves on to the other house and repeats the committee/voting process. If the bill is approved in the second committee and in the second house (House of Reps. OR Senate), it passes and moves on to the President. The President either signs the bill into a law, or vetoes it. If the bill is vetoed, both houses of Congress have 3 choices: change the bill, throw the bill out, or override the veto with a 2/3 vote in both houses. If both houses successfully override the President’s veto, congratulations- your bill has become a law!
