How were they identified? What do they represent?
Areas that offer the prospect of advancing colocation, collaboration, coordination and shared commitment to build the coping capacity of communities, households and individuals to absorb, adapt and recover from shocks and stressors that underpin their vulnerability.

Risks
The type, incidence, and severity of shocks (economic, political, environmental, and social) being faced by residents
How does persistent conflict impact investments in resilience and recovery?
What is the risk that conflict cannot be managed and will destabilize implementation efforts?
Do local leaders and communities have a commitment to advancing resilience and recovery? What commitments exist, and what new ones could they make?

4. Identification of Candidate Partnership Areas
All ten legacy states were reviewed to identify potential areas with prospects for partnership
Seven areas identified as having the prospects of being able to establish a partnership
Three areas viewed as too risky to proceed at present with partnership efforts
A fundamental framing of and commitment to community readiness to guide next steps in the partnership
Readiness is reflected in the commitment to and success in putting in place the building blocks for partnership

5. Key Principles
Conflict Sensitivity: Partners will make an effort to articulate how their actions may or may not in anyway fuel conflict now and in the near future.
Funding Flexibility: Partners have a choice to fund or receive funding bilaterally or multilaterally. However, to be able to ensure we operate at scale and in synergy, partners will report such investments.
Open and Voluntary Platform: Partners make a choice to engage collaboratively subscribing to the goal of reducing vulnerability and strengthening coping capacities as per communique.
Each Initiative will have a mechanism for coordination and accountability. That will ensure flexibility in coordination.
Steering Committee Provides Guidance: The Steering Committee will provide overall leadership of the wide and growing partnership.
Actions and Engagement should involve and strengthen capacities of local communities to ensure sustainability

The PfRR is rooted in the “readiness” of local leaders, communities, and households to create the conditions and reforms to build or rebuild their coping capacity.

Why is it important?
Joint High-Level Visit to Candidate Partnership Area
Take stock of willingness of local stakeholders to work together to build a partnership; willingness of technical partners to work together to implement a partnership; and will of development partners to engage.
Evidence – Complete a Resilience Profile
The resilience profile provides the data, evidence, and analysis to inform the definition of priorities relevant to the area, establish a baseline, supports the development of a shared framework and agenda.
Establish a Shared Framework to Reduce Vulnerability and Increase Resilience
The PfRR framework for the partnership area helps to define joint objectives and priorities to support alignment across partners and stakeholders
Establish an Inclusive Group of Local Champions
Establishes an inclusive focus group of leaders that can dialogue with partners, ensure implementation can take place, identify and deliver on commitments to enable the implementation of the partnership.

Vision: To simulatneously resolve the political impasse, deal with increasing humanitarian needs, and build the resilience of citizens, communities, and institutions
Outcomes: Reduced vulnerability, increased resilience, and inclusive, secure, and cohesive communities that are healthy, capable, and productive.

Links and coordinates diverse partner activities working with the same people in shared geographies.
Coordinates and integrates complementary humanitarian and development assistance activities allowing for donors, UN entities, and NGOs to adjust as communities increase resilience over time

13. What We Have Learned
There are many areas and communities in South Sudan that are committed to change, that aspire for peace, prosperity and healthy communities
That humanitarian and development actors need to come together in a coherent and complementary manner to support local authorities and communities
Coordination across peace building – humanitarian – development assistance nexus is essential to build trust and a necessary condition for success
Evidence to support planning, prioritization, targeting, and tracking performance is a game changer
That local leaders and communities are always on the driver’s seat and that the partnership is contingent on their continued commitment and leadership in driving the process
That the development of accountability systems and tools need to advance and is crucial in maintaining trust and confidence with the partnership
