9 What is a Common Country Assessment? In line with MD/ MDGs, international treaties and conventions ratified by the country and other international commitments Causal analysis – identifies root causes and their effects Capacity gap analysis – understand reasons for the inability of rights holders to claim rights, and duty bearers for not being able to deliver their commitments Conflict sensitive analysis including factors that induce emergency situations Complements national analytical work being done for the National Development Plan

Strategic programme framework for the UN Country Team Describes collective UN response to MD/MDG related national priorities Demonstrates the UN Comparative advantage Enables strategic positioning of the UN vis-à-vis national development priorities Jointly developed by the UN and the host government

17 Way Forward Need for GoI leadership at strategic and technical level for maximum national ownership Alignment with NDP process is critical for ownership of UN development assistance as well as for maximum impact Partnership with GoI, academia, civil society must be sought to ensure a comprehensive and integrated development framework that builds on the principle of mutual accountability

18 Way Forward … cont’d Harmonization within UN planning processes, and between GoI and UN, will lead to a coherent, coordinated, and effective response to national priorities at the country level Joint UN-GoI prioritization of development results for Iraq to enhance the effectiveness of respective contributions and mutual accountability UN principles and values including MD/ MDGs remain central to CCA/ UNDAF process –  Human Rights Based Approach to programming and  Results Based Management principles to be followed  along with Conflict Sensitivity Analysis to understand the dynamics and to plan within a clear contingency framework
