3 Turkey’s Integrated Social Assistance System
An e-goverment system that electronically facilitates all steps related to the management of social assistance Collect informations from 22 different public institutions and provides 112 web based services in one easily accessible online portal Processed 30 million citizen’s applications for social assistance and completed 340 million assistance transactions totaling US$13 billion

National social assistance programme implemented by the Ministry of Family and Social Policies since 2003 Aims to increase the number of children enrolled in and attending school in Turkey

Syrian families under temporary protection or other refugees residing in Turkey can also benefit from this program support for every month that their child attends school regularly Children attending Temporary Education Centers can also benefit from CCTE

10 Application process of CCTE
Extension of CCTE to Syrians and other refugees Application process of CCTE Applications are getting in local Social Assistance and Solidarity Foundations(SASF) or TRC Service Centers Applicants are required to submit a signed informed consent document to allow institutions to review their social and economic informations Applicants give the DGMM Id cards to the officials at SASF or TRC, Their household file created and CCTE applications saved to ISAS

12 Payment process of CCTE
Extension of CCTE to Syrians and other refugees Payment process of CCTE Before every CCTE payment periods that take two months duration, all central queries and business rules which are required to payment are controlled and executed centrally with batch operations In every CCTE payment period eligible/not eligible files contain applications and aplication related informations are transferred to Turkish Red Crescent(TRC) system automatically After cross check controls in TRC, payments for eligible applications are transferred to applicants TRC card accounts

15 Learning outcomes All shareholders of program(MoFSP, TRC, MoNE, UNICEF) deal with some cost issues and contracts such as system performance, web service contract, data transfer protocole contract When an unexpected situation or bug that need to solve as soon as possible occurs, we learn that communication with shareholders is important

16 Learning outcomes The CCTE programme implemented in ISAS and currently working. But requirements can change, refactoring may be needed or it can be bottleneck for any reason in system so we always have a chance to learn new things Teamwork and coordination makes us more stable
