6 Discussion Public involvement - who has power?
Rationality and neutrality vs. morality and ethical choices. Planners should be more open about their underlying values and decisions behind plans. More difficult question is whether planners should try to be as neutral as possible or should they take a stance on moral issues and politics. Why is the view on the history of planning often so narrow? History is relatively short? Anglo-saxon context dominating? Finnish planning - comprehensive, incremental, advocacy? Where are we on the international development? Is Finnish planning advocative? Maybe it has elements from all of the phases?
