Need for a robust Construction Noise and Vibration Management Plan (CNVMP) Universal agreement amongst experts Suggested (by Mr Elkin, Mr Stead, Mr Zerbst) revision to EPR NVP3 (based on MMRP EPR NV21) to include many aspects of a robust CNVMP Disagreement with the definition given for “inaudibility” Revised definition of “background + 0 dB” (external) agreed amongst experts for the purposes of CNVMP predictions

Noise Monitoring Results Request the IAC consider a definition of background noise to clarify criteria in EPR NVP4 (as agreed with Mr Stead) Incomplete data (not material) Missing Construction Compounds Lynch St and Melbourne Rd compounds will be captured by CNVMP Both very close to residences therefore likely to require substantial mitigation/management (subject to actual construction activities)

10 dB Noise Reduction Applied to Construction Noise Predictions for Perimeter Noise Barrier Acceptable noise reduction however still exceedences hence need for robust CNVMP and independent auditor Acoustic Sheds Need to be determined in CNVMP Preference for it to be stipulated in EPR Standard practice for tunnel portal construction worksites in Australia

Construction Traffic Routes Strong recommendation to avoid “local” streets I still have some concerns over northern section of New St servicing the Southern Portal worksite given Project Note 19 states that there will still be heavy vehicle movements along this street Incorrect Distances between Worksites and Residences Will ultimately be addressed via the development and implementation of the CNVMP

Modelled Construction Equipment SWLs Will ultimately be addressed via the development and implementation of the CNVMP Tunnelling Regenerated Noise and Vibration I am in agreement with the findings and mitigation options stated by Dr Heilig

Active and Passive Open Spaces My opinion (as with Mr Munroe) is that it is reasonable to treat open spaces as noise sensitive during both construction and operation Comparison of LA10(18hr) and LA10(12hr) parameters Will be addressed during detailed design and ultimately tested during post-construction compliance monitoring

Minor Exceedences of 63 dBA LA10(18hr) Item No 13 of the Joint Expert Report recommends EPR NVP 1 include reference to Vicroads RDN for reasonable and practicable requirements SEPP N1 Background Errors Will be addressed during detailed design and ultimately tested during post-construction compliance monitoring

Existing Model Verification Will be addressed during detailed design and ultimately tested during post-construction compliance monitoring Millers Road Recommend implementation of Project Note 1 (single truck toll point) – agreement with Mr Stead (Joint Expert Report Item 3(a)) If Project Note 1 is not implemented, my suggestion is to implement mitigation measures (agreement in general from Vicroads)

ITEM RECOMMENDATION COMMENT 1 Deletion of “facing the traffic noise, being those adjacent to or with direct line of sight to the freeway” I am unclear on what this means and why it is required. I recommend a more simple definition Agreement from Mr Munro 2 Operational noise mitigation for public open spaces by considering them as noise sensitive Precedence in other states as well as Victoria for construction noise. Practice Note 61 Partial agreement from Mr Munro 3 (B) Consideration of noise mitigation for residences on Millers Rd Likely adverse noise impacts Agreement in-general from Vicroads
