5 People as assets? Notably, we explicitly don’t treat people as assets in the framework Not appropriate Should treat communities like roads or rivers It’s about community benefit as a result of NRM Not about community processes per se Doesn’t mean that people aren’t central Doesn’t rule out less targeted capacity building activities (as a means to an end)
