2 ADS Background: Purpose & Products
Common Starting Point – Consistent initial data from the RPGs that helps WECC populate their Base Case Reflects key planning assumptions of: Resource and transmission topology RPS compliance Other public policy considerations Key Products: 2028 HS PF; 2028 ADS PCM, Change files and roundtrip-validated 1-hour exports. The Board of Directors approved the development of the Anchor Data Set (ADS) concurrently as the Reliability Assessment Committee (RAC). The ADS is a compilation of ten-years of load, resource and transmission topology information used by the Western Planning Regions (WPR) and International Planning Regions (IPR) in their regional transmission plans as well as by other stakeholders in various planning analyses. Data included in the ADS would be compatible with Production Cost Models (PCM) and Power Flow Models (PFM),1 including dynamic data and associated assumptions. The data would reflect applicable provincial, state and federal public policy requirements. The primary goals of the ADS development are: 1. Reduced duplication. A single submission of a solved power flow and PCM would reduce the current iterations between various power flow and PCM cases. 2. Increased collaboration between WECC and Regional Planning Groups. The ADS validation process would establish a single forum for resolving questions about data included in Regional Transmission Plans. 3. Establishment of a single repository for data used in reliability assessments. The ADS would contain reliability assessment data in a single repository instead of multiple locations within WECC, Western Planning Regions and International Planning Regions. 4. Increased synchronization between Year-10 and Year-20 reliability assessments. The ADS process would increase review and validation of assumptions used in reliability assessment data during preparation of the ADS.
