2 0845 – Full haz-mat response: B1,E1,A1,E6 (HM1),E5,LF7,LF3,MSO5
- package taken from mail room (3rd floor) to 12th floor. Powder residue noticed first by mail room worker and then by individual on 12th floor. Symetra security followed by BPD followed by Fire called. 0850 – first units on scene (B1, E1, LF7) -initial investigation on 12th floor and handling of potential patients ( 5 direct contact with package, ~35 on 12th floor exposed). 0901 – HM1 on scene (outside agency technician arrival ) ~ – initial HM team entry. – initial product analysis/testing. Consult with on scene FBI and postal inspector ~ – second round of product testing ~ – demobilization. HM1 cleared scene

3 Prior to HM arrival: HM arrival:
B1 est. command. 108th shut down. E1 and LF7 initial units in building – to 12th floor to investigate. Potential patients divided and moved to isolated locations. 2 Symetra employees quarantined on 12th floor. HM arrival: HVAC shut down HM group established. HM1 positioned NE corner of bldg. near main entrance (108th & NE 8th) LF7 officer consulted (via B1). Maintenance/security staff gathered f/ briefing. Access/sampling plan. Bldg security restricted access to involved areas

4 3 person entry team – accessed 12th floor via freight elevator side alcove off of main floor foyer
Equipment: Ludlum, 5 gas, PID, sampling kit, IPAD Analysis conducted in foyer area adjacent to freight elevator: HazID, Raman, 20/20 kit (haz ID and 20/20 + for protein), explosives test kit Pics + initial findings passed to FBI and PI (sender contacted). Remaining sample tested with prime alert: - for ricin/anthrax and low protein load Based on results + interviews substance/situation deemed no threat. Package turned over to BPD.

6 Summary: What was amazing: What wasn’t quite:
equipment functionality – haz ID and 20/20 kit. Prime alert. IPAD communication Interaction with LE agencies (FBI and PI) Adequate technicians on-scene and everybody jumped in and filled roles well. Potential patient tracking and follow up What wasn’t quite: Initial HM officer (in this case me)push for face to face meeting of minds (security/maintenance/first crews/witnesses/LE/etc.) to get complete picture early on = IS THIS CREDIBLE THREAT OR NOT More organized pre-entry briefing/outlining of roles and plan (dammit, me again) Exclusion zones (foyer issue) and rethink analysis location? Incoming HM techs (and crews) check in with command before HM1

7 Summary (continued) Decon (technical and gross) – what and where appropriate in this case? Should be better discussed and laid out in pre-entry briefing. Better organization of “analysis station” – research in charge? Training for Ops level personnel – initial crews alerted to what to look for (fine powder? Suspicious package/delivery method?) and take pics if possible Dispatchers alerted to ask same questions in future Anything else?
